Legal basis: Frontier Health and Quarantine Law of People's Republic of China (PRC).
Article 1 This Law is formulated for the purpose of preventing infectious diseases from being introduced from abroad or coming out from home, carrying out frontier health quarantine and protecting human health.
Article 2 People's Republic of China (PRC) shall set up frontier health and quarantine offices at ports, airports, land borders and river ports (hereinafter referred to as frontier ports) that are open to international navigation, and carry out quarantine, monitoring and health supervision of infectious diseases in accordance with the provisions of this Law.
Article 3 Infectious diseases mentioned in this Law refer to quarantining infectious diseases and monitoring infectious diseases.
Quarantine infectious diseases refer to plague, cholera, yellow fever and other infectious diseases identified and published in the State Council.
Surveillance of infectious diseases is determined and published by the health administrative department of the State Council.
Article 4 Entry and exit persons, means of transport, transportation equipment, luggage, goods, postal parcels and other articles that may spread quarantinable infectious diseases shall be quarantined, and they shall not enter or leave the country without the approval of the frontier health and quarantine office. Specific measures shall be stipulated in the detailed rules for the implementation of this law.
Article 5 When a frontier health and quarantine office discovers a quarantinable infectious disease or a suspected quarantinable infectious disease, it must, in addition to taking necessary measures, immediately notify the local health administrative department, and at the same time report it to the the State Council health administrative department by the fastest method, but no later than 24 hours. Posts and telecommunications departments should give priority to the transmission of epidemic reports.
The notification of the epidemic situation of infectious diseases between People's Republic of China (PRC) and foreign countries shall be handled by the health administrative department of the State Council jointly with relevant departments.
Article 6 When a quarantinable infectious disease is prevalent abroad or at home, the State Council may order the relevant frontier to be blocked or take other emergency measures.
