Community health service center is an important part of community construction. Under the guidance of government leadership, community participation and superior health institutions, it is a demand-oriented primary health service with primary health institutions as the main body and general practitioners as the backbone, making rational use of community resources and appropriate technologies, taking human health as the center, taking the family as the unit, taking the community as the scope and taking demand as the guidance.
The national community health service system 1999 was established according to the Opinions on Developing Urban Community Health Service issued by ten ministries and commissions, including the Ministry of Health, the Ministry of Education, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Personnel and the Ministry of Construction.
