Measures for the administration of city gas

The Regulations on Urban Gas Management is a law formulated to strengthen gas management, ensure gas supply, promote the healthy development of gas industry, safeguard the legitimate rights and interests of gas operators and gas users, ensure the safety of citizens' lives and property and ensure national harmony and stability.

1On February 23rd, 997, Decree No.62 of the Ministry of Construction issued the Measures for the Administration of Urban Gas. The Measures are divided into eight chapters and 48 articles, including general provisions, planning and construction, urban gas management, urban gas appliances, urban gas use, urban gas safety, legal responsibilities and supplementary provisions, and will be implemented as of June 1 998+1October1day. 201/On September 7, 2000, the Ministry of Housing and Urban-Rural Development's Decision on Abolishing the Provisions on the Safety Management of Urban Gas and the Measures for the Management of Urban Gas and Amending the Provisions of the Ministry of Construction on the Conditions for the Merger of Fifteen Administrative Licenses Decided by the State Council (DecreeNo. 10 of the Ministry of Housing and Urban-Rural Development of the People's Republic of China) decided to abolish it.

You can't install and use gas in the bedroom. Before using natural gas, users should carefully check whether the hose connected to gas appliance is connected properly and whether it is fixed with a pipe clamp. When using natural gas, keep indoor ventilation to prevent carbon monoxide poisoning caused by exhaust gas generated by incomplete combustion. Turn off the front valve of the gas stove every time the natural gas is used up, and turn off the front valve of the gas meter when there is no one at home or when it is not used for a long time. Water heaters (wall-hung boilers) and range hoods cannot * * use smoke exhaust pipes to avoid fire accidents. It is strictly forbidden to use gas appliances beyond retirement age.

Regulations on the Administration of Town Gas

Article 1 These Regulations are formulated for the purpose of strengthening the management of urban gas, ensuring gas supply, preventing and reducing gas safety accidents, ensuring the safety of citizens' lives and property, safeguarding the legitimate rights and interests of gas operators and gas users, and promoting the healthy development of gas industry.

Article 2 These Regulations shall apply to urban gas development planning and emergency support, gas operation and service, gas use, gas facility protection, gas safety accident prevention and treatment and related management activities.

These regulations are not applicable to the production and import of natural gas and liquefied petroleum gas, the pipeline transportation of natural gas outside city gates, the industrial production with gas as raw materials, and the production and use of biogas and straw gas.

The term "gas" as mentioned in these Regulations refers to the gas fuel that is used as fuel and meets certain requirements, including natural gas (including coalbed methane), liquefied petroleum gas and artificial gas.

Article 3 The gas work shall adhere to the principles of overall planning, ensuring safety, ensuring supply, standardizing service, saving energy and being efficient.

Article 4 People's governments at or above the county level shall strengthen their leadership over gas work and incorporate gas work into the national economic and social development plan.

Article 5 The competent department of construction in the State Council shall be responsible for the management of gas throughout the country.

The gas management departments of local people's governments at or above the county level shall be responsible for the gas management within their respective administrative areas.

Other relevant departments of the people's governments at or above the county level shall, in accordance with the provisions of these regulations and other relevant laws and regulations, be responsible for gas management within their respective functions and duties.

Article 6 The State encourages and supports scientific and technological research on fuel gas, and promotes the use of new technologies, new processes and new products that are safe, energy-saving, efficient and environmentally friendly.

Seventh relevant departments of the people's governments at or above the county level shall establish and improve the supervision and management system of gas safety, publicize and popularize gas laws, regulations and safety knowledge, and raise the awareness of gas safety of the whole people.
