Article 2 The scaffolder team is the grass-roots construction operation team in the construction site of railway engineering construction projects, with the management and monitoring layer of the construction enterprises' managers, technicians and production backbones, and the workers of the labor service enterprises and other social personnel (collectively referred to as workers) who have signed labor contracts with the construction enterprises as the main construction personnel.

Chapter III Construction of Management System
Article 8 According to the relevant requirements of the Ministry of Railways and the Construction Headquarters, and in accordance with the five goals of "standardization of management, standardization of operation, specialization of construction, automation of teams and groups, and marketization of behaviors", our supervision department will comprehensively carry out the construction of the shelf team system, formulate the shelf team management system and methods, improve the shelf team management system, and implement the shelf team management responsibility system. Standardizing management, clarifying authority and strengthening supervision of shelf team are conducive to improving the construction and management level of shelf team.

Engaged in technical jobs, must obtain relevant professional qualification certificates before taking up their posts, hold relevant certificates, and supervise and inspect employees according to regulations.
4. Special operations personnel related certificates system
Personnel engaged in underground work, aerial work, bridging work, blasting work and other special operations must receive special safety operation training in accordance with relevant state regulations and obtain the qualification certificate for special operations before taking up their posts. Special operators working at the site must hold relevant certificates.

3. Safety technical disclosure system

Before the project construction, the foreman and team leader shall make safety technical disclosure to the shift operators to ensure the construction safety.
4. Operating procedures and written notice system for dangerous posts
Safety protective articles and safety protective clothing shall be provided to the labor operators, and the operating procedures of dangerous posts and the hazards of illegal operations shall be informed in writing.
5. Safety production inspection system
The safety officer of the shelf team must adhere to the daily patrol inspection system, and the inspection should be clear in purpose, specific in content and complete in record, so as to ensure the supervision and promotion of safety production. When discovering potential safety hazards and uncivilized behaviors and construction methods that violate civilized construction regulations, we should put forward rectification measures in time, and ask the team to carry out rectification. The rectification measures should be fixed by personnel, time and time, and reviewed in time.
6. Safety assessment and accountability system
It is necessary to establish a safety assessment system, implement a system of accountability, and implement the responsibility to people at all levels.

2. Technical disclosure system
Before the project construction, the director should sign and confirm the technical disclosure made by the Minister of Safety and Quality Department to the site supervisors step by step; During the construction of key working procedures, the supervisor must follow the shift; On-site data are filed for future reference.
3. Process inspection system
According to the current acceptance and construction specifications of the Ministry of Railways, do a good job in the process inspection of each working procedure. For concealed works, the next procedure can only be carried out after the acceptance of the supervision engineer.
4. Quality assessment and accountability system
It is necessary to establish a system of supervision and assessment, implement a system of accountability, and implement the responsibility to people at all levels.
1, on-site material supervision

1.3. Materials shall be stacked neatly, orderly and reasonably, and garbled and mixed are not allowed; Material identification shall indicate the material specification, model, origin, batch, representative quantity, status identification, etc. To meet the traceability requirements of materials; The environment of the material area should be clean, tidy, free of weeds and water.
1.4, storage of common materials:

2.4.4, inventory materials shall be subject to the first-in first-out system. Materials with shelf life requirements shall be distributed and used within a time limit, and those exceeding the shelf life shall be sampled and rechecked as required. For materials that should be accompanied by technical certificates, the sending personnel should give a copy of the technical certificates to the picking personnel.
2.4.5, supervision should take measures to ensure the safety and good quality of materials in stock, and take effective maintenance measures. The storage and transportation of dangerous goods and chemicals shall comply with the relevant provisions of the public security fire department.
2.4.6. The supervisor should strengthen the dynamic management of the construction materials of the outsourcing labor service team, keep abreast of the consumption of materials on site, and prohibit the outsourcing labor service team from carrying or selling construction materials or surplus materials on site, and it is strictly forbidden to "manage them by package".
