If a coal mining enterprise implements multi-level management, its superior coal mining enterprise shall also apply for a safety production license;
3. The State Administration of Coal Mine Safety shall guide and supervise the issuance and management of safety production licenses for coal mine enterprises nationwide.

3. Ensure the safety production in coal mines and increase the input of advanced safety technology. As the primary productive force, science and technology also promote the normal operation of coal mine safety production. In order to ensure safe production, advanced science and technology must be supported to strengthen the safety management and technical input of enterprises. For example, in coal mine equipment, we must choose new equipment with high safety factor and high technology level to reduce the safety problems caused by equipment problems and improve the defense ability of enterprises in the production process. In addition, in scientific research, coal mining enterprises should give full play to the role of experts, improve the theoretical level of coal mine safety management around the mechanism of sudden power disasters in mines, and let advanced science and technology play a full role in safety management.
