Japan gradually relaxed its entry policy from March 1.
From March 1 day, the number of foreigners entering Japan will increase from 3,500 to 5,000 every day.
It is reported that the Japanese government began to accept visa applications online on February 25th. Due to the large number of online applicants, the website was once unable to submit data.
Japan's Ministry of Health, Labor and Welfare stipulates that relevant schools and enterprises receiving foreigners need to fill in the applicant's passport, quarantine place after entry and other relevant information online, and sign relevant commitment materials such as implementing epidemic prevention and control measures in order to obtain the "acceptance certificate" issued by the Japanese government. The Japanese embassy or consulate in the country where the applicant is located will officially start the visa approval procedure after receiving the acceptance certificate and related materials submitted by the accepting unit.
I. Updated requirements
According to the epidemic situation and the requirements of the competent authorities, the detection method for people flying from Japan to China on February 28th, 2022 (including later) is now adjusted to carry out nucleic acid (PCR pre-detection, nucleic acid (PCR detection) in two different institutions within 3 days before boarding (the interval must be more than 24 hours, hereinafter referred to as "cross double nucleic acid detection").
The whole application process after adjustment: Pre-test nucleic acid on the 7th day before boarding (self-health monitoring by PCR on the 7th day) Cross-test double nucleic acid by different institutions on the 3rd day before boarding (all negative results obtained by PCR are logged into the system to apply for health code sign-in.
For example, if you take the 10 flight on March 3rd, you must carry out nucleic acid (PCR) pre-detection, fill in the self-health monitoring form truthfully every day from March 3rd to 9th (7 days), carry out cross-double nucleic acid (PCR) detection from March 7th to 9th, and submit the application information online before 20:00 on March 9th to apply for the health code.
Second, the operating instructions and matters needing attention
(1) About testing institutions
The pre-inspection shall be conducted at the inspection institution designated by the embassy or consulate in Japan. List of testing institutions designated by the embassy. According to the comprehensive service level of the designated testing institutions in 202 1, the embassy recommended the institutions ranked in the top of Annex 2 10. (Please visit the websites of consulates for the list of designated testing institutions.
Please note:
1. Some originally designated testing institutions have withdrawn, but the testing report issued on February 27th, 2022 (including before) is still valid.
2. Cross double nucleic acid (PCR) testing must be carried out in two different designated testing institutions in the same consular district within 3 days before boarding.
3. The detection institutions that carry out nucleic acid (PCR) pre-detection 7 days before boarding can be selected across the consular area, or they can be consistent with either of the two institutions that carry out cross-double nucleic acid (PCR) detection within 3 days before boarding.
The above-mentioned designated testing institutions operate in accordance with local laws and regulations, and have no economic relations with embassies and consulates in Japan, and their charging standards have nothing to do with embassies and consulates in Japan. Please know the charging standard, payment method and other information before choosing. Each designated testing institution has different testing efficiency, working hours, whether to register for holidays, and the appointment time. It is recommended to make an appointment in advance to confirm.
(2) Specific requirements for pre-trip testing and health monitoring
1. Pre-detection: nucleic acid (PCR pre-detection, the time is calculated according to "flight date -7" on the 7th day before boarding. For example, if you take a flight on March 10, you must have a preview on March 3rd.
2. Self-health monitoring: Self-health monitoring shall be conducted for 7 days from the pre-test sampling date, and the Self-health Monitoring Form (7 days) shall be truthfully filled out every day (see Annex 3 for details, until the day before boarding).
Those who take the 10 flight on March 3rd must have a pre-test of nucleic acid (PCR) every day from March 3rd to 9th, fill in the Self-Health Monitoring Form (7 days) truthfully, conduct cross-double nucleic acid (PCR) test from March 7th to 9th, and submit the application information online before 20:00 on March 9th to apply for a health code.
(3) Submit information online

(1 WeChat applet (China only: use WeChat to scan the QR code below to log in to the "International Epidemic Prevention Health Code" applet, fill in the relevant information truthfully, and upload all the required materials.
(2) Web version (both in Chinese and foreign languages: scan the following QR code or search for /H5/, log in to the Web version of the International Health Code for Epidemic Prevention, fill in relevant information truthfully, and upload all required materials.
3. Matters needing attention
(1 The information you fill in will be used for review and reflected in the health code. Please fill in the information truthfully and accurately.
(2) Please make sure that your name, date of birth and certificate number are accurate and consistent with the documents you hold in all aspects of the declaration. Passengers holding multiple entry and exit documents at the same time, please refer to the documents used when entering Chinese mainland. Hong Kong, Macao and Taiwan residents can use the tourist card/home visit card/Taiwan compatriot card.
The "detection organization" and "detection sampling date" reported in the system are based on the latest nucleic acid (PCR detection) on board.
(4) When submitting various materials, if there is no uploading channel with the corresponding name, you can choose any uploading channel in the system to submit. For example, the negative pre-inspection certificate of the self-health monitoring form (7 days) before boarding the plane can be submitted in the upload channel of "nucleic acid detection and serum IgM antibody detection certificate".
(5) After submitting the application, if it is found that the application cannot be submitted correctly due to operational errors or other reasons, you can enter the code application system, click "Re-declare" and follow the prompts. "Re-declaration" can be made at most twice. After the new declaration, the embassy or consulate will review it according to your latest declaration. The approval sequence is automatically generated by the system, and "reapply" without justifiable reasons will affect the approval progress. Please be careful not to submit the test repeatedly.
(4) Full verification and approval
1. The embassy or consulate in Japan will fully verify the authenticity of the test certificate before examining and issuing the health code, and will verify the situation with the designated testing institution when necessary, and require the applicant to re-sample and test as appropriate.
2. There are many flights to China, and the audit duration varies according to the number of flights and the total number of passengers. Japanese embassies and consulates usually review health regulations on weekends and holidays. After the application is submitted, please wait patiently and confirm the health code status in real time. Please don't ask for reminders by other means, so as not to affect the audit efficiency.
3. The applicant can check the health code status in the "Check and Display Health Codes" of the code application system:
(1 "green" means yes, you can board the plane with the code;
(2 "Yellow" is under approval, please wait patiently;
(3 "Red" indicates failure, and the reason for failure is marked above the red team. Please confirm and upload the materials that meet the requirements and resubmit the application;
(4 "Gray" means overdue, which means that your test report has expired and you must resubmit the test certificate within the validity period.
(5) About moving in
1. Airlines can put forward other epidemic prevention requirements according to regulations, including but not limited to antigen testing before check-in, refusing passengers infected for less than three months to board the plane, etc. It is recommended to contact the airline for confirmation in advance.
2. The airline will check the health code at the check-in site. All passengers going to China must log in to the health code application system at the check-in site to display their health codes. Screenshots, printed versions and other forms of health code display are unacceptable.
3. Only when you check in at the Japanese airport can you use the health code issued by the embassy or consulate in Japan. Please consult the competent department at the place of entry for measures such as customs inspection and quarantine, quarantine observation and health regulations.
(6) About vaccination
For example, your vaccination certificate shows that the second dose of vaccine was completed on March 10, so please carry out various tests on March 25th (inclusive). As early as March 25, the test was carried out, and even if the test results meet the requirements, the health code cannot be issued.
3. Vaccination certificate
(1 Japanese vaccination: a paper or electronic vaccination certificate issued by the Japanese government is required. If there are difficulties, please submit the vaccination record issued by the vaccination agency and the vaccination statement of COVID-19.
(2) Domestic vaccination: You can download the International Travel Health Certificate in the "Overseas Personnel Entrance" of the application system, or submit a formal vaccination certificate showing the complete personal information, vaccination time, vaccine type, vaccination unit name and seal of the recipient. If you have any difficulties, please submit the vaccination record in China and the vaccination statement in COVID-19.
(3) Vaccination in a third country: Please submit the COVID-19 Vaccination Certificate issued by a third country, which shows the complete personal information of the recipient, vaccination time and vaccine type.
Three, special circumstances to apply for health code requirements
(i) People with a previous history of infection.
For those who have been diagnosed with COVID-19, or who have not been diagnosed but are positive for nucleic acid (PCR detection or serum-specific IgM antibody detection) (except those who are positive for serum IgM antibody due to vaccination with COVID-19 vaccine), please apply for health code according to the following steps:
1. Apply for preliminary examination.
1 lung examination (CT/X-ray and twice nucleic acid (PCR) examination), and send the obtained diagnosis certificate of no abnormality in the lung and the negative certificate of twice nucleic acid (PCR) examination to the mailbox designated by the embassy or consulate for preliminary examination.
If the inspection is carried out in the consular section of the embassy, please send an email to the pre-examination mailbox of the embassy: hesuanjiapan @163.com; if the inspection is carried out in the consular section of the consulate general, please send an email to the corresponding consulate general to apply for pre-examination. Please log on to the websites of consulates general for pre-trial emails.
The title of the pre-trial email must indicate "name, passport number, pre-trial of nationality application". Please keep your contact number and upload a valid passport information page. If the mail header does not meet the requirements, it shall bear the responsibility of omission in the preliminary examination.
* Special reminder: Pre-test must meet the following requirements:
(1 One lung test for two nucleic acids (PCR test does not need to be conducted in a designated institution, but a test report containing complete personal information and sampling method (only nasopharyngeal swab, test method, test time and test result are recognized) must be obtained. There is a pregnancy certificate issued by the hospital, and pregnant women can not do lung examination.
(2) The above three tests should be later than the date of diagnosis or positive test results. Lung examination should be completed within one natural month before the initial examination, and two nucleic acid (PCR) tests should be completed within 3 days before the initial examination, with an interval of at least 24 hours.
For example, if the preliminary examination is submitted on March 10, the lung examination should be conducted between February1and March 10, and the two nucleic acid (PCR) examinations should be conducted between March 7 and March 10 with an interval of at least 24 hours.
(3) The information in the above three test reports must be consistent with the information in the documents used by the applicant when entering Chinese mainland. Please do not use Japanese pseudonym or non-entry certificate information.
(4) It is valid within one natural month from the date of passing the preliminary examination. After the preliminary examination is unqualified, the above three tests need to be carried out again before applying for the preliminary examination. For example, March 10 passed the preliminary examination, and from 0: 00 on April 10, the preliminary examination was invalid.
2. 14 day isolation and health monitoring
After passing the preliminary examination, the embassy or consulate will reply to the email notice. Please conduct self-isolation and health monitoring for 14 days according to the requirements of the reply email, and truthfully fill in the Self-Health Monitoring Form for Past Infected Persons/Close Contacts/Suspects/Transit Persons (14 days) (see Annex 4 for details).
3. If there is no abnormality during the isolation and health monitoring period of 14 days, press "II". Specific requirements for te before departure

Fourth, important reminders.
