Regulations of Zhejiang Province on Animal Epidemic Prevention (202 1 Revision)

Article 1 In order to strengthen the management of animal epidemic prevention activities, prevent, control, purify and eliminate animal epidemics, promote the development of aquaculture, prevent and control zoonotic infectious diseases, and ensure public health safety and human health, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, Emergency Regulations on Major Animal Outbreaks and other relevant laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to animal epidemic prevention and its supervision and management within the administrative area of this province. Article 3 The people's governments at or above the county level shall uniformly lead the animal epidemic prevention work within their respective administrative areas and establish and improve the responsibility system for animal epidemic prevention work; The main person in charge of the people's government is the first person responsible for the territorial management of animal epidemic prevention.

People's governments at or above the county level shall set up animal health supervision institutions and animal epidemic prevention and control institutions according to law, equip official veterinarians according to standards, take effective measures to stabilize grass-roots teams, strengthen the construction of animal epidemic prevention infrastructure, and ensure the effective operation of the animal epidemic prevention system.

The people's governments at or above the county level shall include the funds needed for animal epidemic monitoring, prevention, control, purification and elimination, quarantine of animals and animal products, harmless treatment of sick and dead animals and sick animal products, animal epidemic prevention infrastructure and digital construction, scientific and technological research on animal epidemic prevention, animal epidemic prevention publicity and socialized services, supervision and management, etc. in the financial budget at the corresponding level. Article 4 The competent agricultural and rural departments of the people's governments at or above the county level shall be in charge of animal epidemic prevention within their respective administrative areas.

Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective duties, cooperate in animal epidemic prevention.

Township people's governments and sub-district offices shall organize the masses to do a good job in animal epidemic prevention in their respective areas, and village (neighborhood) committees shall provide assistance. Article 5 The people's governments at or above the county level shall formulate and organize the implementation of plans for the prevention and control of animal epidemics, and incorporate the prevention and control of zoonotic infectious diseases into the public health system, with simultaneous planning, simultaneous construction and simultaneous implementation.

The departments of health, agriculture, rural areas and wildlife protection of the people's governments at or above the county level shall establish information sharing and prevention and control cooperation mechanisms for zoonotic infectious diseases. Article 6 Provincial agricultural and rural authorities shall establish a unified, efficient, compatible, convenient and safe digital system for animal epidemic prevention in the whole province, rely on the provincial public data platform, promote information sharing and application between relevant departments and regions, improve the digital management level of animal epidemic prevention, and promote the overall intelligent processing of animal epidemic prevention.

Animal farms and isolation sites, animal slaughtering and processing sites, and harmless treatment sites for animals and animal products shall, in accordance with the provisions of the state and the province, input the information related to animal epidemic prevention into the provincial animal epidemic prevention digital system.

Encourage animal farms and isolation sites, animal slaughtering and processing sites and harmless treatment sites for animals and animal products, develop and apply new technologies, new equipment and new products in the field of animal epidemic prevention, strengthen digital transformation, and improve the information and digital level of animal epidemic prevention. Seventh provincial departments in charge of agriculture and rural areas shall make a risk assessment of animal diseases in the province and animal diseases imported from outside the province. According to the results of animal disease risk assessment, the provincial agricultural and rural authorities can make a decision to prohibit or restrict the transportation of specific animals and animal products from animal disease risk areas outside the province or within the province.

Specific measures for animal disease risk assessment shall be formulated by the provincial agricultural and rural departments in conjunction with the provincial health departments, and implemented after being approved by the provincial people's government. Article 8 The competent agricultural and rural departments of the people's governments at or above the county level shall improve the animal epidemic monitoring network, establish and improve the direct reporting mechanism of animal epidemic monitoring information network, and timely issue early warning of animal epidemic according to the prediction of the occurrence and epidemic trend of animal epidemic.

Units and individuals engaged in animal epidemic monitoring, detection, inspection and quarantine, research, diagnosis and treatment, animal breeding, slaughtering, management, isolation and transportation shall immediately report to the local agricultural and rural authorities or animal epidemic prevention and control institutions when they find that animals are infected or suspected of being infected, and quickly take isolation and other control measures to prevent the spread of animal epidemics. Ninth districts of the city and county (city, district) administrative departments of agriculture and rural areas shall, according to the compulsory immunization plan formulated by the provincial administrative department of agriculture and rural areas, formulate the implementation plan of compulsory immunization of animal diseases in their respective administrative areas and organize their implementation.

Units and individuals that raise animals shall fulfill the obligation of compulsory immunization against animal epidemics and vaccinate animals in accordance with the compulsory immunization plan and technical specifications.

County (city, district) agricultural and rural departments, township people's governments and sub-district offices can immunize animals outside animal farms by purchasing services or hiring animal epidemic prevention personnel. Tenth dogs in this province are immune to rabies free of charge. County (city, district) agricultural and rural authorities shall determine and publish rabies immunization spots, and dogs shall be immunized through immunization spots. County (city, district) agricultural and rural departments or township people's governments, street offices can hire animal epidemic prevention officers to vaccinate dogs in rural areas.

Dog owners should regularly vaccinate dogs against rabies according to regulations.

The relevant departments of the people's governments of cities and counties (cities, districts) with districts, and the people's governments of townships and sub-district offices shall, in accordance with the prescribed duties, do a good job in the control, shelter and rabies vaccination of stray dogs and cats.
