Chapter I General Provisions

Article 1 The name of this group is Guangdong Anti-Cancer Association (hereinafter referred to as this group), and the English translation is Guangdong Anti-Cancer Association, hereinafter referred to as GDACA.

Article 2 This group is an academic, local and non-profit legal person organization, which is voluntarily composed of cancer science and technology workers from all disciplines in the province, people from all walks of life who are enthusiastic about the anti-cancer cause, relevant enterprises and institutions and social organizations under the guidance of China Anti-Cancer Association, Guangdong Science and Technology Association and Guangdong Provincial Health Department.

Article 3 Purpose of this group: unite and mobilize oncology scientists and technicians from all disciplines in the province, widely mobilize people from all walks of life at home and abroad who are enthusiastic about the anti-cancer cause in our province, comprehensively implement Scientific Outlook on Development's thought of taking economic construction as the center, adhere to the concept that science and technology are the primary productive force, implement the strategy of rejuvenating the country through science and education, strengthen the country through talents and develop sustainably, promote the prosperity and development of oncology science and technology, promote the popularization and popularization of anticancer knowledge and technology, promote the growth of oncology scientists and technicians, promote the combination of science and technology with economy, and promote the anti-cancer cause in our province.

Article 4 The organization accepts the professional guidance, supervision and management of Guangdong Science and Technology Association, the registration authority, and Guangdong Civil Affairs Department, the registration authority of associations.

Article 5 The domicile of this group: Cancer Hospital of Sun Yat-sen University, No.65 Dongfeng East Road, Guangzhou City, Guangdong Province.

Chapter II Scope of Business

Article 6 The business scope of the Group:

(a) to carry out academic and technical exchanges in oncology, activate academic ideas, strengthen the contact and cooperation between disciplines and groups, promote the development of oncology, and promote independent innovation;

(two) through publications, radio, television and other publicity methods, vigorously carry out anti-cancer publicity, popularize cancer scientific knowledge, publish "anti-cancer news", and improve the level of anti-cancer knowledge of the broad masses; Collect and provide anti-cancer information at home and abroad; Promote mass anti-cancer activities;

(three) to carry out continuing education in oncology, update the knowledge and technology of oncology, and improve the professional level of oncology of members and medical science and technology workers;

(4) Editing and publishing various periodicals, works, books, materials and audio-visual products on oncology, technology, information and popular science, and publishing oncology magazines;

(five) to promote the achievements of tumor science and technology, and promote the improvement of tumor prevention and treatment level;

(six) actively put forward suggestions on cancer prevention and research to the relevant departments, reflect the opinions and demands of cancer scientists and technicians, and safeguard the legitimate rights and interests of cancer scientists and technicians;

(seven) to carry out scientific demonstration and consulting services for cancer, put forward policy suggestions, and accept the tasks entrusted by relevant government departments, such as project evaluation, scientific and technological achievements appraisal, technical title qualification evaluation, professional doctor qualification certification, anti-cancer drugs and medical device verification evaluation;

(eight) to carry out non-governmental international cancer science and technology exchanges, and strengthen friendly exchanges with foreign cancer academic groups and cancer science and technology workers;

(nine) to discover and recommend outstanding tumor science and technology talents, and to commend outstanding tumor science and technology talents and evaluate scientific and technological achievements, academic papers and popular science works with the approval of relevant government departments;

(ten) to set up social welfare undertakings in line with the purpose of this group.

Chapter III Members

Article 7 Members of this group include individual members, unit members and honorary members.

Article 8 A member applying to join this group must meet the following conditions:

(1) Supporting the articles of association of this group;

(two) have the will to join this group;

(three) scientific and technical personnel with senior technical titles who have certain influence in the discipline field of this group;

(4) Scientific and technical personnel who have obtained master's or doctor's degrees;

(five) graduated from colleges and universities, engaged in oncology and related scientific work in medical treatment, teaching, scientific research, enterprises and institutions and organizational management departments for more than three years, with a certain academic level and independent working ability; Technical personnel who have graduated from technical secondary school and engaged in medical treatment, nursing, medicine and laboratory work for more than 6 years, and have professional knowledge and work experience in oncology; Self-taught, with more than 10 years of oncology experience and technical ability;

(six) social celebrities who are enthusiastic and actively support the work of the association, as well as leading cadres engaged in the organization and management of related disciplines.

Article 9 Membership procedures:

(1) The application for joining the Party was put forward by an individual, and was introduced by two members of this group, and the unit to which the application belongs agreed to stamp it;

(two) discussed by the Standing Council or approved by the organization department of this group;

(3) The membership card shall be issued by the Council or an organization authorized by the Council.

Article 10 Members shall enjoy the following rights:

(a) to enjoy the right to vote, to be elected and to vote according to law;

(two) to participate in academic and public welfare activities organized by this group and enjoy priority and preferential treatment;

(3) Giving priority to the publicity, academic and other information of this group;

(four) have the right to criticize, suggest and supervise the work of this group;

(5) Freedom to join and quit voluntarily.

Article 11 Members shall perform the following obligations:

(1) Abide by the articles of association of this group and implement the resolutions of this group;

(two) to safeguard the legitimate rights and interests of this group;

(three) to complete the tasks entrusted by this group; Participate in popular science propaganda, scientific and technological development, promotion and consulting services organized by the group;

(4) Pay the membership fee as required (10 yuan/year/person);

(five) to report the situation to the group and provide relevant information.

Article 12 When a member withdraws from the meeting, he shall notify the group in writing and return his membership card.

If a member fails to pay the membership fee or participate in the activities of this group within 1 year, it will be deemed as automatic withdrawal.

Article 13 If a member seriously violates the Articles of Association, he/she shall be removed from the membership by voting of the Council or the Standing Council. People who are deprived of their citizenship will naturally lose their membership.

Unit 14 Members

All medical, scientific research, teaching, enterprises, institutions and social organizations, with the approval of the Standing Council, may apply to this group and become unit members. Their rights are: to send representatives to participate in academic activities related to this group; Give priority to obtaining relevant publicity and academic materials; Obtain technical consulting services mainly from the Group: cooperate with the Group in medical treatment, teaching, scientific research and technical training. Its obligations are: to abide by the articles of association of the group, pay membership dues, implement the resolutions of the group, and complete the entrusted tasks: to finance the activities of the group.

Article 15 Honorary members

With the approval of the Standing Council, famous oncologists can be accepted as honorary members of the group.

Chapter IV Establishment and Cancellation of Institutions and Responsible Persons

Sixteenth the highest authority of this group is the member congress, and the functions and powers of the member congress are:

(a) to formulate and amend the articles of association and formulate the working principles and tasks of this group;

(2) Electing and dismissing directors and recommending honorary directors; Adopt proposals and resolutions;

(three) to consider the work report and financial report of the Council;

(four) to formulate and revise the membership fee standards;

(5) Deciding to terminate. Decide on other major issues.

Article 17 A member congress can only be convened when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the members' representatives are present to vote.

Eighteenth members' congress is held every four years. Due to special circumstances, it is necessary to advance or postpone the general election, which shall be voted by the board of directors, reported to the competent business unit for review, and approved by the association registration authority. However, the longest extension shall not exceed 1 year.

Article 19 The Council is the executive body of the members' congress, which leads the group to carry out its daily work during the intersessional period and is responsible to the members' congress.

The members of the Council are elected by full deliberation, democratic consultation and secret ballot. The director should be a scientist, a young and middle-aged scientific and technological worker with academic achievements and decent style of study, and an individual leading cadre who is enthusiastic about the work of this group and engaged in organization and management. It is necessary to reflect the echelon structure of the old, middle and young. Not less than one-third of the board members are updated at a time.

Article 20 The functions and powers of the Council are:

(a) to implement the resolutions of the members' congress; To formulate the organization rules and work rules of the association, and to formulate and review the work plan;

(two) to elect and recall the chairman, vice chairman and secretary general;

(3) Preparing for convening the next member congress and re-electing the next Council;

(four) to submit work reports and financial status reports to the members' congress;

(five) to decide to absorb or recall members;

(6) Deciding to establish offices, branches, representative offices and entities;

(seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;

(eight) to lead the work of this group;

(nine) to formulate internal management system:

(ten) recommend and reward outstanding academic papers and popular science works, and commend advanced workers of the Association;

(eleven) to decide on other major issues.

Article 21 The board of directors shall be convened only when more than two thirds of the directors are present, and its resolutions shall take effect only when more than two thirds of the directors are present.

Article 22 The Council shall meet at least once a year; Under special circumstances, it can also be held by means of communication.

The board of directors consists of several directors. In addition to honorary posts, the Council elected 65,438+0 Chairman, 3-5 Vice-Chairmen, 65,438+0 Secretary-General and 65,438+0 Deputy Secretary-General by secret ballot.

Article 23 The Organization shall have a standing council, which shall be elected by the council for a term of four years. When the Council is not in session, it shall exercise the functions and powers listed in Items 1, 3, 5, 6, 7, 8, 9 and 10 of Article 20 and be responsible to the Council (the number of executive directors shall not exceed 65,438+0.3 of the number of directors).

Article 24 The Standing Council shall be convened only when more than two-thirds of the executive directors are present, and its resolutions shall take effect only after being voted by more than two-thirds of the executive directors present at the meeting.

Article 25 The Standing Council shall meet at least once every six months; Special circumstances can also be held by means of communication.

During his tenure in the Standing Council, the chairman led the overall work of the group. The Secretary-General implements the resolutions of the Standing Council under the leadership of the President. There is an office under the Council, and the Secretary-General or Deputy Secretary-General is responsible for handling daily work, and the office has full-time staff. According to the needs of the work, the board of directors may set up several working groups, which shall be divided by the executive directors.

Twenty-sixth the chairman, vice chairman and secretary general of this group must meet the following conditions:

(a) adhere to the party's line, principles and policies, good political quality;

(2) It has great influence in the business field of the Group;

(3) The maximum age of the chairman, vice-chairman and secretary-general shall not exceed 70, and the secretary-general shall be full-time;

(4) Being in good health and able to stick to normal work;

(5) Having not been subjected to criminal punishment of deprivation of political rights;

(6) Having full capacity for civil conduct.

Article 27 The chairman, vice-chairman and secretary-general of this group who are over the maximum working age can take up their posts only after being approved by the Council, reported to the competent business unit for examination and approved by the registration and management authority of the association.

Article 28 The term of office of the chairman, vice-chairman and secretary-general of this group is 4 years (the longest term of office of the chairman, vice-chairman and secretary-general shall not exceed two terms). If it is necessary to extend the term of office due to special circumstances, it must be voted by more than two-thirds of the members' representatives at the members' congress, reported to the competent business unit for review, and approved by the registration and management authority of the association before taking office.

Article 29 The chairman of the group is the legal representative of the group. If it is necessary for the vice-chairman or the secretary-general to be the legal representative due to special circumstances, it must be reported to the competent business unit for review and approved by the group registration authority before taking office.

The legal representative of this group does not concurrently serve as the legal representative of other groups.

Thirtieth the chairman of this group shall exercise the following functions and powers:

(a) to convene and preside over the Council (or the Standing Council);

(two) to check the implementation of the resolutions of the members' congress and the Council (or the Standing Council):

(3) Sign relevant important documents on behalf of the group.

(4) Nominating candidates for the Secretary-General, who shall be democratically elected by the Council to lead the work of the Secretary-General.

Article 31 The Secretary-General of this group shall exercise the following functions and powers:

(a) to preside over the daily work of the office and organize the implementation of the annual work plan;

(2) Coordinating the work of branches, representative offices and entities;

(3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Council or the Standing Council for decision;

(four) to decide on the employment of full-time staff of offices, representative offices and entities;

(5) Handle other daily affairs.

Chapter V Principles of Asset Management and Use

Thirty-second sources of funds for this group:

(1) membership fees;

(2) exposure;

(three) funded by the higher authorities:

(4) Income from activities or services within the approved business scope:

(5) interest;

(6) Other lawful income.

Article 33 This group collects membership fees in accordance with the relevant provisions of the state.

Article 34 The funds of this group must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.

Article 35 The Group shall establish a strict financial management system to ensure that accounting information is legal, true, accurate and complete.

Article 36 The Group is equipped with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 37 The assets management of this group must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to the state appropriation, affiliated unit subsidy or social donation and subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.

Article 38 Before a group changes or changes its legal representative, it must accept the financial audit organized by the registration authority of the association and the competent business unit.

Article 39 The assets of the Group. No unit or individual may occupy, privately divide or misappropriate.

Fortieth the wages, insurance and welfare benefits of the full-time staff of this group shall be implemented with reference to the provisions of relevant state institutions.

Chapter VI Procedures for Amending the Articles of Association

Forty-first amendments to the articles of association of this group must be approved by the Council and reported to the members' congress for deliberation.

Article 42 The revised Articles of Association of the Organization shall come into effect within 15 days after it is adopted by the members' congress, agreed by the competent business unit and approved by the organization's registration authority.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 43 If a group completes its purpose, dissolves or needs to be revoked due to division or merger, the Council or the Standing Council shall propose a motion for termination.

Forty-fourth the motion to terminate the group must be voted by the members' congress and reported to the competent business unit for approval.

Forty-fifth before the termination of this group, a liquidation organization must be established under the guidance of the competent business unit and the relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Forty-sixth this group shall terminate after the cancellation of registration by the association registration authority.

Article 47 The remaining property after the termination of this group shall be used for the development of undertakings related to the purpose of this group under the supervision of the competent business unit and the organization registration authority in accordance with the relevant provisions of the state.

Chapter VIII Supplementary Provisions

Article 48 On February 25th, 2009, the third member congress of Guangdong Anti-Cancer Association voted to adopt the revised articles of association.

Article 49 The right to interpret the Articles of Association belongs to the Council of the Organization.

Article 50 This group uses the emblem of China Anti-Cancer Association.

Article 51 The Articles of Association shall come into force as of the date of approval by the registration authority of associations.
