I. General principles
Recruiting high school graduates from ordinary middle schools in military academies is an important part of the national and military enrollment work, and it is also the basic project to build a high-quality cadre team. Under the unified leadership of the Ministry of Education and the General Political Department of the People's Liberation Army, the enrollment committees of all provinces (autonomous regions and municipalities directly under the Central Government, the same below) and the enrollment leading group of military academies are responsible for organizing and implementing the enrollment work of "the school is responsible for enrollment supervision"
System. The department in charge of enrollment of regional military units is responsible for the organization and management of enrollment of affiliated colleges and provincial military regions (garrison areas, garrison areas, the same below). The enrollment colleges are responsible for the specific enrollment work, and the provincial military regions are responsible for organizing the political examination, physical examination and interview of candidates.
The enrollment plan of military academies is jointly issued by the Ministry of Education and the General Political Department. The major, level, number of male and female students, examination language, arts and sciences and underlined categories of enrollment in colleges and universities are strictly implemented in accordance with the enrollment plan issued by the Ministry of Education and the General Political Department.
Second, the application conditions
1, basic condition. Military academies recruit high school graduates who are under 20 years old (as of September of that year, 1), unmarried and fresh.
2. Political conditions. Candidates who apply for military academies must love the Communist Party of China (CPC), the socialist motherland, the people and the people's army, support the party's line, principles and policies, abide by the national constitution and laws, have a clean history, a decent style, progressive thoughts, good moral character and volunteer to engage in national defense.
3. Physical condition. Candidates who apply for military academies are in good health, and meet the Physical Examination Standard of China People's Liberation Army Colleges and Universities (No.2 after the Third Headquarters [1997]).
Third, political review, interview and physical examination
According to the nature of China People's Liberation Army and the professional characteristics of soldiers, candidates who apply for military academies must go through political examination, interview and physical re-examination.
1, political censorship. The number of male and female candidates who take part in the political examination is determined by the admissions offices of provincial colleges and universities from the candidates who apply for the exam for the first time online in each college, according to the order of test scores from high to low, and according to 3-4 times the number of enrollment plans. After the object of political examination is determined, the People's Armed Forces Department of the county (city, district) where the candidate is located, together with the local enrollment department, the middle school where the candidate is located and the local police station where the household registration is located, will investigate and understand the performance and family situation of the candidate at school and make a political examination conclusion. The political examination of some professional candidates who apply for Information Engineering University, Foreign Languages College and Air Force Engineering University shall be organized and implemented by the admissions institution with the assistance of the provincial military region in accordance with relevant policies and regulations.
2. Interview. Candidates who take part in the political examination are also eligible to participate in the interview. The provincial college admissions office is responsible for notifying relevant candidates to attend the interview at the designated place on time. The interview was organized by the provincial military region, with the cooperation of the provincial college admissions office, and the headquarters organized military enrollment colleges to send people to participate. The interview should be conducted simultaneously with the political review. The interview should comprehensively evaluate the candidates from the aspects of enlistment motivation, language expression ability, image temperament, psychological quality, logical thinking ability and behavior reflection ability, and make a comprehensive conclusion. The interview conclusion can be divided into three types: qualified conductor, qualified non-conductor and unqualified. Qualified command majors are also qualified non-command majors.
3. Physical examination. Candidates who have passed the interview can take part in the physical examination. Candidates' physical examination shall be carried out in accordance with the "China People's Liberation Army College Entrance Examination Standard", and the chief physician shall be responsible for the physical examination. The conclusion of physical examination can be divided into three categories: qualified command specialty, qualified non-command specialty and unqualified command specialty. A qualified command major is also a qualified non-command major. Candidates who apply for the Naval Submarine Academy are required to have a physical examination of relevant subjects prescribed by the Academy.
Fourth, the admission work
The enrollment of military academies should be separated in advance and the principles of fairness, justice and openness should be adhered to. According to the candidates' scores and willingness to apply for the exam, they will be selected from high scores to low scores according to the professional plan. Candidates who have not been admitted to military academies continue to participate in the admission of ordinary colleges and universities.
The provincial college admissions office distinguishes male and female candidates from those who pass the political examination, interview and physical examination, and files according to 120% of the number of college enrollment programs. The admissions office of colleges and universities determines the admission objects according to the number of professional plans from high to low. In the case of the same score, candidates with good grades in related disciplines are given priority. Three-good students, outstanding student cadres, winners of single-subject competitions, those with stylistic expertise and corresponding certificates, children of military cadres and children of revolutionary martyrs can be given priority in the proportion of investment.
In the enrollment process of military academies, when the number of online candidates of the first choice is insufficient, they can be extended to online candidates of the second choice or subject to adjustment. Non-first-choice candidates are still admitted in the order of high score to low score. If the number of command majors is still insufficient after adjustment, candidates can lower the admission score of this batch 10 to 20. Admissions institutions shall not transfer enrollment indicators to other provinces.
The conditions for raising the score line or lowering the score line shall be implemented according to the relevant provisions of the Ministry of Education. If the same candidate meets multiple bonus points, only the highest score will be obtained. National University of Defense Technology recruits students who walk, and its enrollment measures are implemented according to the relevant provisions of the Ministry of Education. The enrollment of PLA Art College shall be implemented in accordance with the relevant regulations of the Ministry of Education on the enrollment of literary and art majors, and the colleges and universities shall formulate specific enrollment implementation rules.
Military colleges and universities recruit students through long-distance online admission.
Five, enjoy the treatment
After the freshmen enter the school, the military academy will review them within 3 months. Those who pass the re-examination will be granted student status and military status, enjoy the treatment of students in the military supply system and pay subsidies. The study and living expenses are borne by the army. His family enjoys military treatment.
Upon the expiration of the study period, students have completed all the courses specified in the teaching plan, passed the five examinations of morality, intelligence, military and physical education, graduated and issued graduation certificates. Those who meet the requirements of the Regulations on Academic Degrees in People's Republic of China (PRC) shall be awarded corresponding degrees. Colleges and universities are assigned to the military system according to the distribution plan issued by the General Political Department, and are appointed as officers or civilian cadres according to their posts. Graduate students can apply for a master's degree, and those who are particularly excellent can recommend a master's degree without examination.
Sixth, enrollment supervision.
The enrollment of military colleges and universities implements the supervision system of "graded responsibility and step-by-step supervision".
During the enrollment period, the Ministry of Education and the relevant departments of the General Political Department will send enrollment inspectors to all enrollment provinces, whose duties are: to check political examination, interview and physical examination; Understand the quality of military school enrollment; Supervise the enrollment staff to abide by the enrollment discipline; Coordinate the enrollment offices of provincial colleges and universities to solve the related problems in the enrollment work of military colleges and universities.
Colleges and universities send enrollment personnel to accept the management of provincial military regions and provincial college admissions offices, strictly implement enrollment policies and regulations, adhere to principles, handle affairs impartially, be honest and self-disciplined, and ensure enrollment quality.
After the enrollment work, the provincial college admissions offices, military enrollment colleges and provincial military regions should report the enrollment work to the Ministry of Education and the General Political Department.
Seven. supplementary terms
These Articles of Association are applicable to the recruitment of high school graduates from ordinary middle schools by armed police colleges.

Chapter I General Provisions
Article 1 This standard is formulated in accordance with the Standards for Physical Examination of Citizens for Recruitment.
Article 2 This standard is applicable to the recruitment of soldiers, ordinary middle school graduates and local graduate students in military and armed police colleges, the recruitment and selection of national defense students in ordinary colleges and universities, and the physical examination of graduates from ordinary military colleges and universities.
Chapter II Surgical Projects
Article 3 The male body length is above 162CM, and the female body length is above 160CM, which is qualified. Among them, the length of men in remote and ethnic minority areas can be relaxed to 160CM, and the length of women can be relaxed to 158CM.
Men's weight should not exceed 25% of the standard weight, not less than 15% of the standard weight, and women's weight should not exceed 15% of the standard weight, not less than 15% of the standard weight. The calculation formula of standard weight is:

Article 4 Brain malformation, brain surgery, brain trauma and syndrome are unqualified.

Article 5 Congenital dysplasia of limbs, joints and spine causes deformity or dysfunction, injuries and sequelae of bones, joints, soft tissues and synovial bursa, habitual dislocation, chronic diseases of spine and tendon sheath diseases that affect limb function are unqualified.
Mild thoracic deformity (except submarine specialty); Simple fracture, no dysfunction and sequelae after one year of cure, qualified.
Article 6 The unequal length of both lower limbs exceeds 2 cm, the distance between the medial condyle of femur and the medial malleolus of tibia exceeds 7 cm, or the gait is abnormal although it does not exceed the specified range, which is unqualified.
Article 7 refers to flat feet, toes are incomplete and deformed, plantar arch disappears completely, hallux valgus affects function, corns and calluses affect long-distance walking, and feet are severely chapped and unqualified.
Article 8 Malignant tumors or benign tumors with the possibility of malignant transformation, benign tumors, cysts, scars and scar constitutions in various parts of the face or function, are unqualified.
Article 9 Vasculitis, aneurysm, severe varicose veins of lower limbs and varicocele are unqualified. Among them, moderate varicose veins and varicocele of lower limbs are unqualified for command specialty.
Article 10 Vitiligo, scar, melanocytic nevus, pigmentation and hemangioma. If the area is large or affects the military capacity, the exposed part of the body has tattoos of "words and patterns" with a diameter of more than 2CM, and the diameter of other parts is more than 3CM, or there are still obvious scars after surgical treatment, which affects the military capacity, it is unqualified.
Ethnic customs and habits in ethnic minority areas are tattooed, and the clothes are short, which does not obviously affect the military appearance, and it is qualified.
Article 11 Those with a history of thoracoabdominal surgery, hernia, rectocele, anal fistula, severe chronic anal fissure, circular hemorrhoid and mixed hemorrhoid with a diameter of more than 0.5 cm or more are unqualified. More than half a year after appendicitis operation, more than one year after inguinal hernia and femoral hernia operation. No sequelae, qualified.
Article 12 Malformation or hypoplasia of genitourinary organs, cryptorchidism, inflammation of genitourinary system, tuberculosis, stones, and other injuries affecting functions and their sequelae are unqualified.
The following conditions are qualified:
(1) Non-communicating hydrocele of spermatic cord without conscious symptoms is not bigger than that of healthy testis, and hydrocele of testis together with testis is not twice as big as that of healthy testis;
(2) There are no more than two spermatic cord and epididymal nodules, with no tenderness or conscious symptoms, and their diameters are less than 0.5CM.
(3) Mild acute dermatitis, cystitis, redundant prepuce, phimosis prepuce not adhering to glans, and cryptorchidism descending to scrotum after operation;
(4) Communicating hydrocele, no recurrence or sequela occurred more than one year after operation.
Article 13 Persons with infectious or incurable dermatoses such as generalized tinea corporis, tinea capitis, severe bromhidrosis, tinea manus, tinea pedis, onychomycosis, scabies, psoriasis, lupus erythematosus, scleroderma, chronic eczema, measles and neurodermatitis who have a close contact history with infectious leprosy patients are not qualified. Among them, tinea cruris, tinea versicolor, acne vulgaris and chilblain. The diameter of localized neurodermatitis is not more than 3 cm, and mild bromhidrosis (except submarine and armored specialty) is qualified.
Fourteenth gonorrhea, syphilis, chancre, sexually transmitted lymphogranuloma, nongonococcal urethritis, condyloma acuminatum, genital herpes, AIDS and their virus carriers are unqualified.
Chapter III Internal Medicine Projects
Fifteenth blood pressure exceeds the following range, unqualified.
The systolic blood pressure is 90 mm Hg to140mm Hg (12.00 kPa to 18.66 kPa), the diastolic blood pressure is less than 90 mm Hg (12.00 kPa), and the heart rate is 50 beats per minute to 100 beats, which is qualified.
Article 16 Chronic cardiovascular diseases such as organic heart disease, hypertension, vascular disease, non-physiological systolic murmur and arrhythmia are unqualified.
Seventeenth chronic bronchitis, bronchiectasis, bronchial asthma, tuberculosis, bullae, spontaneous pneumothorax, tuberculous pleurisy and other chronic respiratory diseases are unqualified.
Eighteenth serious chronic gastrointestinal diseases, liver, gallbladder, spleen and pancreas diseases, visceral prolapse, abdominal mass, anemia, poor nutritional status, unqualified.
The following conditions are qualified:
(1) supine position, breathing calmly, the liver is no more than 65,438 0.5 cm below the costal margin of the right clavicle midline, and no more than 3 cm below the xiphoid process, with soft texture, thin and smooth edge, no tenderness and stabbing pain, and the upper boundary of the liver is within the normal range;
(2) The splenomegaly caused by malaria, schistosomiasis and kala-azar in the past should not exceed 65438±0cm under the left costal margin.
Nineteenth rheumatism, rheumatoid disease, urinary, blood, endocrine and metabolic system diseases, various stages of diabetes, unqualified.
Article 20 Infectious diseases such as malaria, schistosomiasis, kala-azar, amebic dysentery, filariasis and viral hepatitis are unqualified. Among them, filariasis and bacillary dysentery have been cured for more than half a year, malaria, leishmaniasis, schistosomiasis, amebic dysentery, leptospirosis and epidemic hemorrhagic fever have been cured for more than two years without sequelae, and acute viral hepatitis (except hepatitis B and hepatitis C) has not recurred for more than one year, which is qualified.
Twenty-first epilepsy or other nervous system diseases and their sequelae, mental disorders, schizophrenia, neurosis, personality disorders, mental retardation, sleepwalking, enuresis, psychoactive substance abuse and dependence are unqualified.
Twenty-second stuttering affects the normal expression of language.
Twenty-third people who are seriously allergic to food, drugs and other substances and have a serious allergic constitution are unqualified.
Chapter IV Otolaryngology Project
Twenty-fourth bilateral whisper hearing less than 5 meters, unqualified.

Twenty-sixth ear diseases such as perforation of tympanic membrane, severe invagination, suppurative otitis media and mastoiditis are unqualified.
The tympanic membrane is slightly invaginated, the scar or calcified spot of the tympanic membrane does not exceed one third of the tympanic membrane, the ear pressure function and tympanic membrane activity are good, and the submarine is qualified.
Twenty-seventh dizziness, serious carsickness, seasickness, airsickness, unqualified.
Twenty-eighth nasal deformity, chronic sinusitis, severe hypertrophic rhinitis, atrophic rhinitis, nasal polyps, middle turbinate polyposis and other refractory chronic rhinitis are unqualified.

Chapter V Ophthalmology Project

In each eye, the naked-eye far vision is above 4.6 (0.4), the corrected vision is above 4.9 (0.8), and the diopter is below 6.00 ds equivalent spherical lens. Major in command, surface ship, submarine, armor, surveying and mapping and radar is qualified. Among them, excimer laser surgery has no complications for more than half a year, except for submarines and airborne specialties.
Article 32 Red and green are weak, color blind and unqualified.
Thirty-third eyelid, eyelid margin, conjunctiva, lacrimal apparatus and other diseases affecting eye function are unqualified.
Thirty-fourth exophthalmos, nystagmus, eye disease, dyskinesia and dominant strabismus are unqualified.

The following conditions are qualified:
(a) Congenital scattered lens opacity that does not affect visual function;

Chapter VI Dental Medical Engineering
Article 37 Third-degree dental caries, juxtaposition of two or more missing teeth or three or more missing teeth, severe periodontitis, temporomandibular joint diseases, cleft lip and palate and their postoperative scars, oral diseases affecting chewing and pronunciation functions, complete dentures and complex removable dentures are unqualified. Article 38 Moderate or above dental fluorosis and enamel hypoplasia, incisors, canines and bicuspids are defective or missing, covering more than 5mm, occluding more than 3mm, upper and lower teeth occluding to the opposite gingiva, which affects the occlusal dentition and malocclusion, moderate periodontal disease, and the seabed specialty is unqualified.
Submarines are qualified under the following conditions:

Chapter VII Gynecological Project
Article 40 The internal and external genitalia are abnormal and unqualified.
Forty-first pregnancy, unqualified.
Forty-second acute and chronic pelvic inflammatory disease, functional uterine bleeding, genital tuberculosis and pelvic mass are unqualified.
Chapter VIII Psychological Test Items
Forty-third general aptitude test results meet the following two items at the same time, which is unqualified:
(1) The word score is less than 4 points;
(2) The score of two-dimensional rotation is less than 3 points;
(3) Add or subtract less than 7 points;
(4) Symbol-to-digital conversion score is lower than 55.
Article 44 According to the China MBTI-G Personality Type Scale, those who are judged to be ENFP, INTJ and ISTP personality types and meet one of the following circumstances shall be interviewed in a structured way:
(a) I scored more than 30 points;
(2) The score of n is greater than 30 points;
(3)F score is greater than 28;
(4) The score of P is greater than 28.
The structured interview was evaluated according to the Psychological Interview Rating Scale for Military Academy Admissions. If the result is greater than 7, it is unqualified.
Chapter IX Auxiliary Inspection Items
Article 45 Abdominal B-ultrasound examination includes liver, gallbladder, pancreas, spleen, kidney, uterus, bilateral appendages and abdominal cavity. Organ malformation, hypoplasia, single kidney, diseases of liver, gallbladder, pancreas, spleen, kidney, uterus and double appendages, abdominal masses, space-occupying lesions, ascites, pregnancy, unqualified.
Meet the following conditions, the test results are normal, and it is qualified:
(a) The number of hepatic cysts (non-inflammatory, non-parasitic and non-neoplastic) shall not exceed 3, and the maximum diameter shall not exceed 1.0 cm;
(2) A single diagnosed hepatic hemangioma (located in the liver parenchyma) with a maximum diameter of no more than 65438±0.0cm；;
(3) The maximum diameter of a single renal cyst is less than 65438±0.0cm；;
(four) the largest diameter of unilateral simple ovarian cyst is not more than 3.0 cm.
Forty-sixth X-ray chest X-ray examination, found that thoracic deformity, heart, lung, mediastinum and other organic diseases, unqualified.
Meet the following conditions, the test results are normal, and it is qualified:
(1) There are no more than three bilateral lung fields, with isolated calcification, a diameter of no more than 0.5cm, high density, clear edges and no infiltration around;
(2) Slight enhancement of lung texture, excluding respiratory diseases;
(3) One side of the costal diaphragm angle is slightly blunt, which excludes heart, lung and chest diseases.
Forty-seventh ECG is normal or close to normal, which is qualified.
Forty-eighth blood routine examination meets the following standards.
(1) The total number of white blood cells was 4.0-10.0×109/L (4000-10000/mm3);
(2) White blood cell classification: 50%-70% neutrophils and 20%-40% lymphocytes;
(3) Red blood cell count, male 4.0-5.5×1012/L (45.5 million /mm 3), female 3.5-5.0×10/2/L (3.5-5.
(4) platelet count,100-300×1012/l (10-300000/mm3); ;
(5) Hemoglobin, male120g/L-180g/L (12-18g/DL), female10g/L-/kloc-.
Forty-ninth urine examination meets the following standards:
(1) The appearance is transparent and light yellow;
(2) the 2)pH value is 4.5-8.0;
(3) The specific gravity of urine is1.003-1.035;
(4) Micronegative urine protein;
(5) negative urine ketone body;
(6) urine sugar is negative;
(7) Bilirubin negative;
(eight) urine bile negative to weakly positive;
(9) Microscopic examination (centrifugal precipitation specimen, the same below): 0- occasional/high-power microscope for male red blood cells, 0-3/ high-power microscope for female white blood cells, 0-3/ high-power microscope for male white blood cells, 0-5/ high-power microscope for female white blood cells, no transparent tubes or other tubes.
(10) The urine pregnancy test was negative.
Fiftieth routine examination of feces meets the following standards:
(a) Normal appearance;
(2) Microscopic examination of red blood cells at 0-2/ high magnification and white blood cells at 0-2/ high magnification;
(3) hookworm, whipworm, tapeworm, schistosomiasis, clonorchis sinensis, ginger eggs and intestinal protozoa are all negative.
Article 51 The continuous monitoring method (enzyme kinetics method) is adopted for the detection of serum alanine aminotransferase, and the unit below 40 is qualified.
