Notice on Matters Related to novel coronavirus Antigen Testing Price Project
Municipal medical and social security bureaus, health committees and finance bureaus:
In order to effectively cope with the changes in the epidemic situation and do a good job in the prevention and control of the epidemic situation, according to the relevant requirements, the relevant matters concerning the price of antigen testing in novel coronavirus are hereby notified as follows:
1. Add the item of "novel coronavirus antigen test" medical service price, with the code of 250403 10 1. The details are shown in the Annex.
Two, public medical institutions to carry out novel coronavirus antigen testing in accordance with the "price items+detection reagents" way of charging, the total cost is not more than 15 yuan/times, of which, the highest price items are 5 yuan/times, detection reagents according to the actual purchase price of medical institutions.
Three, the masses only need to carry out COVID-19 antigen testing, and public medical institutions are exempt from general medical fees; Patients who test themselves shall not be charged for the "novel coronavirus antigen test" project.
Four, COVID-19 antigen detection reagent special centralized procurement results have been hung on the Internet. Public medical institutions should conscientiously implement the requirements of the "Implementation Plan for Special Centralized Procurement of Antigen Detection Reagents in COVID-19", strictly implement the online procurement policy, and purchase in the provincial medical device procurement platform according to regulations. If the emergency demand for epidemic prevention and control of medical institutions is difficult to meet the supply online for a while, medical institutions can contact offline production and operation enterprises to temporarily purchase at the selected price, and register on the procurement platform in time according to regulations after the temporary purchase is completed. Local medical insurance and health departments should cooperate closely, strengthen supervision over the procurement and supply of antigen detection reagents in medical institutions, establish a notification mechanism for supply and demand docking and supply quality, coordinate and solve existing problems in time, and meet the needs of epidemic prevention and control.
Fifth, cost guarantee. For the insured treated in primary medical and health institutions, with respiratory tract, fever and other symptoms within 5 days, COVID-19 antigen detection items and detection reagents are temporarily included in the scope of medical insurance fund payment, and the nucleic acid detection in the insured areas managed by reference to Class B catalogue is paid according to the current medical insurance policy. After the payment of medical insurance, the part of the personal burden of the uninsured and the required funds shall be subsidized by the finance at the same level of primary medical institutions. Grassroots medical and health institutions should strictly implement the "Implementation Plan for Antigen Detection in COVID-19, Shandong Province" issued by the Office of the General Leading Group for Epidemic Prevention and Control and Economic Operation of the Provincial Party Committee, and the medical insurance fund will not pay the antigen detection fee that does not meet the requirements of the plan. When the state promulgated the policy of ensuring the cost of antigen testing in COVID-19, it shall be implemented in accordance with the provisions of the state.
Six, public medical institutions should publicize the project price and other contents in a prominent position in the service place, and consciously accept social supervision.
Seven, all relevant departments should strengthen publicity, expand policy awareness, do a good job of supervision and management according to their respective responsibilities, timely adjust and maintain relevant information systems, guide medical institutions to carry out standardized testing, and timely implement policy requirements. In case of major problems in the implementation process, all localities should report to the Provincial Medical Security Bureau, the Provincial Health and Wellness Commission and the Provincial Department of Finance in a timely manner.
