Article 2 The term "temporary assistance" as mentioned in these Measures refers to the emergency and transitional assistance provided by the government to families or individuals whose basic life is in trouble due to unexpected events, accidental injuries, serious diseases or other special reasons, and whose basic life is still in serious difficulties after other social assistance systems can't cover or help them temporarily.

Chapter II Objects and Standards of Assistance

Among them, the people's governments of counties and townships (towns) shall provide temporary accommodation, emergency treatment, assistance in returning home and other assistance to vagrants and beggars who meet the conditions for assistance.

Relief for regional floods, droughts, wind and hail, earthquakes and other natural disasters and large-scale social disasters shall be carried out in accordance with relevant state regulations.

Article 5 The temporary assistance standard shall be implemented according to the annual regional temporary assistance standard formulated by the Anqing Municipal People's Government, and the single assistance amount shall not exceed 10 times of the minimum living standard.

Temporary relief is one thing, a relief. The same applicant, the same reason, in principle only once a year. Special circumstances identified by the civil affairs departments at the county level, within one year at most to give assistance again, and the amount of the second assistance shall not exceed the first time.

Article 6 Temporary assistance shall not be granted under any of the following circumstances:

(a) endangering national public order and social public safety, participating in illegal organization activities prohibited by the government, causing personal difficulties;

Chapter III Application and Approval Procedures

Article 8 Commitment. The application materials include:

1, temporary assistance application form;

2. The applicant's household registration book (household registration certificate) or residence permit, copy of ID card (original inspection), minimum living allowance, five guarantees and low-income families and other relevant certification materials;

3, leading to sudden and temporary difficulties in life related documents;

4. If applying for entrustment, the reasons for entrustment shall be explained, and the basic information, contact information and entrusted responsibilities of the client shall be introduced. If it is impossible to provide relevant certification materials at the time of application due to emergency, the Township People's Government may accept it first.

Article 9 Examination and approval

(1) General procedure

Review. The Township People's Government is the main body responsible for the audit of temporary relief work, and is responsible for the audit of temporary relief applicants. Within 2 working days from the date of accepting the application, with the assistance of the village (neighborhood) Committee, conduct household surveys and family economic status checks, and organize democratic appraisal as appropriate. Families that meet the rescue conditions after verification shall be publicized in their village (neighborhood) committees or places of residence for 2 days. If there is no objection, it shall be reported to the civil affairs department at the county level for approval.

Recognition. The civil affairs department at the county level is the main body responsible for the examination and approval of temporary relief work, responsible for comprehensively reviewing relevant materials, and conducting spot checks at a ratio of not less than 10%. To meet the prescribed conditions, the examination and approval shall be completed within 2 working days. If temporary assistance is approved, the method and amount of assistance shall be determined at the same time, and assistance shall be implemented; If it is not approved, it shall inform the applicant in writing through the Township People's Government within 2 working days and explain the reasons.

Temporary relief for residents shall be publicized in the publicity column of the village (neighborhood) Committee where the relief object is registered (or where it lives) for 3 months.

If the amount of assistance is less than 1 10,000 yuan, the county-level civil affairs department may entrust the township people's government for examination and approval, and the township people's government shall file the examination and approval decision according to the quarterly report of the county (city, district) civil affairs department. The civil affairs and financial departments at the county level shall allocate temporary relief funds entrusted for examination and approval according to a certain proportion of the permanent population of each township.

Non-local registered residents holding local residence permits apply for temporary assistance, and the county-level civil affairs department where the household registration is located shall cooperate with the relevant audit work.

For non-local household registration personnel who do not hold a local residence permit, the county-level civil affairs department and the rescue management institution shall examine and approve in accordance with the relevant provisions on the rescue management of vagrants and beggars, and give assistance.

(2) Emergency procedures. In case of emergency and need to take immediate measures to prevent irreparable losses or serious consequences that cannot be changed, the township people's government and the county civil affairs department shall provide assistance first, and complete the examination and approval procedures within 10 working days after the assistance, and the assistance situation shall be publicized on the bulletin board of the village (neighborhood) Committee where the household registration of the aid object is located (or residence) for 3 months.

Chapter IV Ways of Rescue

Article 10 The following relief methods may be adopted for eligible relief objects:

(a) the issuance of temporary relief funds. All levels should fully implement the issuance of temporary relief funds by punching cards, and pay temporary relief funds directly to the personal account of the relief object in accordance with the provisions of the financial treasury management system to ensure the timely and full payment of relief funds. Temporary assistance is mainly cash assistance, supplemented by physical assistance and service assistance.

Chapter V Raising and Management of Relief Funds

Article 13 After receiving the cash distribution list from the civil affairs department at the same level, the financial department shall, within 2 working days, punch out the cash through financial institutions after examination. The implementation of physical assistance and service assistance shall be announced in a timely manner by the civil affairs department in conjunction with the financial department, and dynamic management shall be implemented.

Township people's governments shall provide the funds and materials needed for first aid, and implement the reimbursement system. Finance and civil affairs departments at the county level shall, according to the examination and approval materials and the receipt of the relief object, allocate or supplement funds and materials according to the prescribed procedures.

Chapter VI Participation of Social Forces

Fifteenth charitable organizations, social work service agencies, enterprises and institutions, volunteers and other social forces can make use of their own advantages to play an active role in object discovery, professional services, and social fund-raising. Chapter VII Establishment of Mechanism

Article 18 Establish and improve the "one-door acceptance and collaborative handling" mechanism for social assistance, set up a unified social assistance application acceptance window based on the township (town) government affairs hall, and implement a special person to be responsible for the acceptance, review and fund distribution of social assistance applications, so that the needy people can "have a door to help".

To meet the minimum living security or medical care, education, housing, employment and other special assistance conditions, social assistance acceptance window to assist their applications, need to transfer, transfer should be clear about the workflow and processing time, the establishment of a "green channel" to deal with urgent problems.

If charitable organizations and social work service agencies need help through charitable projects, social fund-raising, professional services and voluntary services, the social assistance window should be referred in time.

County, township and village (neighborhood) committees can establish temporary assistance and emergency work networks based on social assistance platforms. Chapter VIII Supervision and Punishment

Article 21 If the temporary relief object fails to truthfully declare the family property and income status, provides false certificates, cheats and other means to defraud the temporary relief funds, the civil affairs department shall fully recover it and put it on record, and will not accept its application for urban and rural subsistence allowances and other social assistance within two years, and those who have already enjoyed urban and rural subsistence allowances will be cancelled. Twenty-second institutions and personnel for temporary relief who neglect their duties, engage in malpractices for selfish ends, or embezzle, misappropriate, intercept or default on temporary relief funds shall be investigated for their responsibilities according to law; If it constitutes a crime, it shall be transferred to judicial organs for handling according to law.

Chapter IX Supplementary Provisions
