Personnel health certificate:
Personnel engaged in the production and operation of food and drinking water, cosmetics producers, and personnel who directly serve customers in public places. Anyone who suffers from dysentery, typhoid fever, viral hepatitis and other digestive tract infectious diseases (except pathogen carriers), active tuberculosis, suppurative or exudative skin diseases and other diseases that hinder food hygiene and public health shall not engage in direct contact with imported food or directly serve customers before being cured; Personnel engaged in food production and marketing, personnel who supply and manage drinking water, and production personnel of cosmetics production enterprises; People who directly serve customers in hotels, cafes, bars, teahouses, public bathrooms, barbershops, beauty salons and swimming pools have a physical examination once a year. Personnel who directly serve foreign customers have a physical examination every two years.
People have some so-called misunderstandings about health certificates:
(1) Holding a "health certificate" means that you are in good health. The health certificate stipulates that the holder shall have a health examination once a year. People are mobile, but the examination of health certificates is relatively static. Some licensees are infected with diseases after the exam, but they still hold qualified health certificates before the next exam. Many diseases are hidden and latent, and carriers themselves do not feel symptoms; Some people are afraid that failing the examination will mean that they are laid off and have no food, so they have to deliberately avoid hiding it, resulting in patients or carriers with health certificates continuing to work. In fact, there are many examples of unemployment in non-service industries due to the abuse of health certificates.
(2) Obtaining a health certificate is only beneficial to customers. For a considerable number of staff, it is both costly and troublesome, and there is also the risk of unemployment. In fact, the content of health certificate mainly involves the inspection of infectious diseases, in order to ensure the health and safety of the service industry. Personnel engaged in toxic, harmful and radioactive operations do not belong to the service industry and do not need to hold health certificates at all, so it cannot be said that health certificates are an effective way to understand physical condition and ensure health and safety.

Article 45 Food producers and business operators shall establish and implement the health management system for employees. Persons suffering from diseases that hinder food safety as stipulated by the administrative department of health of the State Council shall not engage in direct contact with imported food. Food production and marketing personnel engaged in direct contact with imported food shall undergo annual health examination and obtain health certificates before taking up their posts.
