The term "cattle and sheep products" as mentioned in these Measures refers to the unprocessed carcasses, meat, fat, organs, blood, bones, heads, hooves, skins and tails of cattle and sheep after slaughter. Article 3 This Municipality implements a system of fixed-point slaughtering and centralized quarantine of cattle and sheep.
No unit or individual may engage in cattle and sheep slaughter activities without a fixed point, except for individuals who slaughter themselves and eat for themselves.
Encourage individuals to entrust cattle and sheep slaughtering (hereinafter referred to as slaughtering) enterprises to slaughter their own cattle and sheep. Article 4 The municipal and district people's governments (hereinafter referred to as the municipal and district governments) shall strengthen their leadership over the management of cattle and sheep slaughter, coordinate and solve major problems in the management of cattle and sheep slaughter, and include the supervision and management of cattle and sheep slaughter and technical guidance funds into the financial budget at the corresponding level.
The management institutions of Hengqin New District and Economic Functional Zone shall perform the duties of the administrative region government. Article 5 The animal husbandry and veterinary administrative department (hereinafter referred to as the animal husbandry administrative department) shall supervise and manage the slaughtering activities of cattle and sheep within its jurisdiction according to law, and organize the implementation of these measures.
The food and drug supervision and administration department is responsible for the supervision and management of the quality and safety of cattle and sheep products entering the wholesale and retail markets and after production and processing within its jurisdiction.
The administrative departments of industry and commerce, environmental protection, planning, construction, price, health, urban management and law enforcement shall do a good job in relevant supervision and management according to their respective responsibilities.
The Town People's Government and the sub-district offices shall assist the relevant administrative departments in daily supervision and management of cattle and sheep slaughtering activities in accordance with the principle of territoriality. Article 6 This Municipality supports slaughtering enterprises to establish a stable supply relationship with reputable cattle and sheep breeding units and individuals and cattle and sheep trading markets, so as to ensure the quality and safety of cattle and sheep products from the source. Article 7 The municipal and district governments shall encourage, guide and support slaughter enterprises to carry out technological transformation and innovation, and promote mechanization, scale, standardization, informationization and brand building. Article 8 Social organizations in the meat industry shall strengthen industry self-discipline, promote the construction of industry integrity, provide information, technology, training and other services, and publicize and popularize meat food safety knowledge. Article 9 The municipal department in charge of animal husbandry shall, jointly with the relevant administrative departments of environmental protection, land and planning, work out the layout plan for slaughtering in accordance with the principles of reasonable layout, moderate concentration and convenience to the citizens, and announce it to the public for implementation after it is approved by the municipal government. Tenth designated slaughterhouses shall meet the relevant national technical standards and meet the following conditions:
(a) in line with the city's designated slaughter planning;
(two) in accordance with the provisions of the "measures for the assessment of animal epidemic prevention conditions";
(three) in line with the relevant provisions of environmental protection and planning requirements;
(four) there are water sources suitable for the scale of slaughter, and the water quality meets the standards prescribed by the state;
(5) Having stalls to be slaughtered, isolation fences, rooms to be slaughtered, emergency slaughter rooms, slaughter rooms, inspection rooms, facilities, equipment and vehicles for slaughtering cattle and sheep that meet the requirements set by the state;
(six) there are meat quality inspectors suitable for the scale of the enterprise;
(seven) there are slaughter technicians who have obtained health certificates according to law and meet the requirements of slaughter scale and post;
(eight) with inspection, quarantine, disinfection, refrigeration, washing and other facilities and equipment that meet the requirements of the state;
(nine) there are facilities for harmless treatment of sick cattle and sheep and cattle and sheep products, or a harmless treatment commission contract is signed with the harmless treatment site;
(10) Having a safety production management system and an enterprise management system that meet the requirements;
(eleven) other conditions stipulated by laws, regulations and rules. Article 11 Where a designated slaughterhouse is established, the applicant shall apply to the district government where the designated slaughterhouse is located, and the district government shall, within 20 working days from the date of receiving the application, organize the animal husbandry and environmental protection departments under its jurisdiction to conduct a review and make a written decision.
The applicant can start the construction of cattle and sheep slaughtering plant only after obtaining the consent of the district government. The district government shall declare to the municipal government after the acceptance of the factory, and issue a certificate of slaughtering and a signboard after the approval of the municipal government. Twelfth municipal government shall announce the list of designated slaughterhouses and operating enterprises to the public. Thirteenth slaughter enterprises shall not lease, lend or transfer slaughter certificates and signs.
No unit or individual may fraudulently use or use forged certificates and signs of slaughtering.
Slaughtering enterprises shall not lease or lend other units or individuals to slaughter cattle and sheep. Article 14 Where the name, legal representative and principal responsible person of a designated slaughter enterprise change, it shall go through the formalities for changing the certificate of designated slaughter within 30 days from the date of changing the business license. Where the ownership or management right is changed, it shall be filed with the district animal husbandry department where the designated slaughterhouse is located in time. Article 15 Cattle and sheep slaughtered at designated places shall pass the quarantine inspection by the supervising agency for animal health, and a quarantine certificate shall be attached. The quarantine and supervision of cattle and sheep slaughter shall be carried out in accordance with the provisions of relevant laws and regulations on food safety and animal epidemic prevention.
