What level is the National Center for Disease Control and Prevention?

On February 16, China Organization Network issued the Notice of the Central Office of the General Office of the State Council on Adjusting the Functional Allocation, Internal Organizations and Staffing of the National Health Commission, announcing that the Medical Administration Hospital under the National Health Commission was renamed as the Medical Administration Department, the Health Emergency Office (Emergency Command Center for Public Health Emergencies) was renamed as the Medical Emergency Department, and the Bureau of Disease Prevention and Control and the Comprehensive Supervision Bureau were abolished at the same time.

On the same day, the Provisions on the Functional Allocation, Internal Structure and Staffing of the National Bureau for Disease Control and Prevention (hereinafter referred to as the "Three Plans of the National Bureau for Disease Control and Prevention") was released.

The National Center for Disease Control and Prevention has 10 internal organs, all of which are deputy directors. They are comprehensive department, planning and financial regulations department, monitoring and early warning department, emergency response department, infectious disease prevention and control department, health and immunization planning department, comprehensive supervision department, comprehensive supervision department, science and technology education and international cooperation department (Hong Kong, Macao and Taiwan Office) and party committee (personnel department).

Lu Jiang served as Party Secretary and Deputy Director of China Center for Disease Control and Prevention.

At the beginning of 2022, Shen published "Several Issues to be Considered in the Reform and Development of China's Disease Control Institutions after the novel coronavirus Epidemic" in the China Journal of Epidemiology, clearly pointing out that the prevention and control of infectious diseases and emergency response will become the core functions of the National Disease Control Bureau and disease control institutions at all levels.

Around this core function, Shen said, disease prevention and control institutions need to further strengthen the main functions such as monitoring and early warning, risk assessment, epidemiological investigation, inspection, emergency response and supervision, and initially establish a disease prevention and control system that can effectively deal with major infectious diseases and public health emergencies, provide services to support the construction of healthy China, and basically meet the national public safety needs with clear powers and responsibilities, perfect functions, efficient operation, coordinated linkage and strong guarantee.
