1. After the immigrants (returning) to Guizhou arrive at the community (village, residence), during the period of home health monitoring, the managers and medical staff of the relevant community (village, residence) should immediately explain the prevention and control policies, protection knowledge and precautions to the immigrants and their relatives and friends, and sign a letter of commitment with the immigrants or their families;

2. Seven days before entering Guizhou, voluntarily report to the destination community (village or residence) the time, mode, contact history, health status (including whether it has been diagnosed as a confirmed case, suspected case, asymptomatic infected person or positive nucleic acid test in COVID-19 in recent 1 year) and whether it has been vaccinated with COVID-19 vaccine (if it has been vaccinated, a vaccination certificate is required).

Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases

Article 7 (1) Disease prevention and control institutions at all levels shall undertake the prevention and control of infectious diseases, such as monitoring, forecasting, epidemiological investigation and epidemic reporting;

(2) medical institutions undertake the prevention and treatment of infectious diseases related to medical treatment and the prevention of infectious diseases in their areas of responsibility. Urban communities and rural grass-roots medical institutions shall, under the guidance of disease prevention and control institutions, undertake the corresponding prevention and control of infectious diseases in urban communities and rural grass-roots units. Article 9 (1) The State supports and encourages units and individuals to participate in the prevention and control of infectious diseases. People's governments at all levels should improve relevant systems to facilitate units and individuals to participate in publicity and education, epidemic report, voluntary service and donation activities for the prevention and treatment of infectious diseases;

(two) residents' committees and villagers' committees shall organize residents and villagers to participate in the prevention and control of infectious diseases in communities and rural areas. Eighteenth disease prevention and control institutions at all levels shall perform the following duties in the prevention and control of infectious diseases:

(a) the implementation of infectious disease prevention and control planning, plans and programs;

(five) the implementation of immunization programs, responsible for the use and management of preventive biological products;

(six) to carry out health education and consultation, popularize the knowledge of infectious disease prevention and control;

(seven) to guide and train lower-level disease prevention and control institutions and their staff to carry out infectious disease monitoring;

(eight) to carry out applied research and health evaluation on the prevention and treatment of infectious diseases and provide technical advice.
