The people's governments at or above the county level shall include the funds needed for earthquake prevention and disaster reduction in the fiscal budget at the corresponding level, and establish an investment growth mechanism for earthquake prevention and disaster reduction that is compatible with the level of economic and social development.
The competent departments of earthquake work of the people's governments at or above the county level and the departments of emergency management, development and reform, finance, civil affairs, health, public security, housing and urban construction, water administration, transportation, natural resources, education, fisheries, etc. Should be in accordance with the division of responsibilities, do a good job in earthquake prevention and disaster reduction.
Township people's governments and sub-district offices shall, in accordance with the provisions of these regulations, do a good job in seismic fortification, emergency response, emergency rescue drills, information submission, knowledge propaganda on earthquake prevention and disaster reduction, and clarify the corresponding part-time personnel. Article 4 The earthquake relief headquarters of the people's governments at or above the county level shall be responsible for unified leadership, command and coordination of earthquake relief work in their respective administrative areas.
The daily work of the earthquake relief headquarters of the people's government at or above the county level shall be undertaken by the emergency management department of the people's government at the corresponding level. Article 5 People's governments at all levels shall encourage, guide and standardize social organizations and individuals to carry out earthquake monitoring and defense, participate in the construction of earthquake emergency infrastructure, and participate in voluntary services for earthquake relief.
People's governments at or above the county level shall gradually increase investment in scientific and technological research on earthquake prevention and disaster reduction, support institutions of higher learning, scientific research institutes, enterprises, institutions and other social organizations to carry out scientific and technological research on earthquake prevention and disaster reduction, and popularize and apply advanced science and technology on earthquake prevention and disaster reduction. Article 6 The competent department of earthquake work of the people's government at or above the county level shall, jointly with relevant departments, formulate the plan of earthquake prevention and disaster reduction in their respective administrative areas according to the plan of earthquake prevention and disaster reduction at the next higher level and the local actual situation, organize the implementation after the approval of the people's government at the same level, and report it to the competent department of earthquake work of the people's government at the next higher level for the record.
Earthquake prevention and disaster reduction planning should be linked with national land space planning. Seventh people's governments at or above the county level shall strengthen the earthquake monitoring, prediction and early warning, improve the earthquake monitoring and early warning system and the intensity quick report system, and improve the ability and level of earthquake monitoring, prediction and early warning.
The competent department of earthquake work in the province shall establish and improve the information sharing platform for earthquake monitoring and early warning, and provide services for the society. Article 8 The earthquake monitoring network of the whole province is composed of provincial earthquake monitoring networks and city and county earthquake monitoring networks (stations), and unified planning and classified management are implemented.
The funds for the construction, operation and maintenance of provincial earthquake monitoring networks and city and county earthquake monitoring networks (stations) shall be included in the fiscal budget in accordance with the principle of the unification of administrative power and financial power. Ninth large reservoirs, nuclear power plants, sea-crossing bridges, urban rail transit and other major construction projects, the construction unit shall, in accordance with the provisions on the administration of earthquake monitoring, build a special earthquake monitoring network or strong earthquake monitoring facilities.
The construction of special earthquake monitoring network and strong earthquake monitoring facilities shall conform to national standards and industry standards to ensure the construction quality. The construction unit or management unit shall be responsible for the operation and management of the special earthquake monitoring network and strong earthquake monitoring facilities, and accept the guidance of the competent department of earthquake work.
The management unit of special earthquake monitoring network and strong earthquake monitoring facilities shall transmit the monitoring data to the provincial competent department of earthquake work in real time. Tenth coastal people's governments at or above the county level shall, in conjunction with the competent departments of emergency management, natural resources, fisheries and other departments, establish a marine seismic information notification system.
After the earthquake in the sea area, the competent department of earthquake work of the people's government at or above the county level shall immediately notify the competent departments of emergency management, natural resources and fisheries at the same level. Article 11 For blasting operations in which the explosive equivalent used for one-time blasting is more than 4,000 kg TNT, the blasting unit shall, 48 hours before the implementation of the blasting operation, report the blasting location, time and dosage in writing to the competent seismic work department of the people's government at or above the county level where the blasting operation is located. Twelfth units and individuals that have observed abnormal phenomena that may be related to earthquakes shall report to the competent departments of earthquake work of the people's governments at or above the county level. After receiving the report, the competent department of earthquake work shall immediately register, organize investigation and verification, and give a timely reply. Thirteenth earthquake prediction opinions and earthquake early warning information within the administrative area of this province shall be issued by the provincial people's government in accordance with the procedures prescribed by the state. Authorized by the provincial people's government, earthquake early warning information can be released to the public by the provincial earthquake work department.
The news media shall publish and broadcast earthquake prediction news according to the earthquake prediction opinions issued by the people's government of the State Council or the province, and indicate the main body of publication; Broadcast earthquake early warning information should be based on the earthquake early warning information released by the provincial people's government or its authorized provincial earthquake work department, and indicate the subject of release.
