The department that undertakes the daily work of the Aiweihui at the corresponding level (hereinafter referred to as the work department of Aiweihui) is responsible for the specific work of disease vector prevention and control. Other relevant departments shall, in accordance with their respective responsibilities, do a good job in the prevention and control of disease vectors. Disease prevention and control institutions shall monitor the biological density of disease vectors. Disease prevention and control institutions shall, in accordance with the relevant technical specifications, regularly carry out regional monitoring of disease vectors and report the monitoring results to the work department of Aiweihui. Article 7 Hospitals, hotels, airports, ports, railway stations, long-distance bus stations and other places where people are concentrated, food production and business units, construction sites, farmers' markets, waste collection stations, garbage transfer stations, garbage disposal sites, grain depots and other places that are easy to cause or breed disease vectors shall establish and improve the disease vector prevention and control system, set up disease vector prevention and disinfection facilities, and designate personnel to be responsible for disease vector prevention and control. Article 8 The administrative department of health shall take the prevention and control of disease vectors as one of the examination and approval conditions when examining and approving the food production and marketing and the hygiene license in public places. If the prevention and disinfection facilities are incomplete and the density of vectors exceeds the control standard, no hygiene license shall be issued. Article 9 Township (town) people's governments, sub-district offices and neighborhood (village) committees shall, in accordance with Ivy's deployment, organize units and neighborhood (village) people to carry out vector killing activities. Tenth units and residents (villages) must participate in the activities of vector disinfection organized by their respective regions. Drugs and equipment required for disinfection activities are provided by the local Ivy Association, and the expenses incurred are borne by the beneficiaries, except for urban public areas (including residents' public corridors and courtyards), villagers' houses and courtyards. The specific measures shall be formulated by the provincial finance department in conjunction with the provincial Aiweihui work department. Eleventh units and residents in the city should take measures to control the density of vectors within the management scope of their own units or in houses. Can not be controlled, can be entrusted to the vector disinfection service unit for disinfection.
The vector disinfection service unit shall sign a contract with the entrusting unit or individual. If the service quality does not meet the requirements of the contract, it shall bear the agreed responsibilities. Twelfth vector disinfection service units shall meet the following conditions:
(1) Having a fixed office space and warehouse;
(2) Having a sound service quality and safety management system;
(three) health professional and technical personnel with intermediate or above titles;
(four) employees have the corresponding professional knowledge, and have passed the examination by the work department of Ivy Association;
(5) The disinfection drugs and instruments used meet the specified requirements. Thirteenth vector disinfection service units shall be approved by the local county-level Aiweihui work department. The work department of Aiweihui shall, within 10 days, examine and approve the units that meet the provisions of Article 12 of these Measures; If it is not approved, it shall explain the reasons.
Vector disinfection service units must be registered by the administrative department for Industry and commerce. Article 14 The production, marketing and management of disinfection drugs shall be carried out in accordance with the relevant provisions of the Regulations on Pesticide Management and the Regulations on Safety Management of Hazardous Chemicals in the State Council, and the specific implementation measures shall be stipulated separately.
Disinfecting drugs produced by production units shall be appraised by provincial health administrative departments. Fifteenth disinfection drugs sold and used must have quality certificates, and their packaging must meet the requirements of laws, regulations, rules and national standards. The packaging must be accompanied by safety technical instructions consistent with its products, and the outer packaging must be affixed with or tied with safety labels consistent with the products in the packaging.
Safety technical specifications must include the following contents:
(a) the name, address, production license number or approval number of the enterprise;
(2) product name, registration certificate number and batch number;
(3) Content, weight, performance, toxicity and effective components;
(four) the purpose, method of use and matters needing attention;
(5) Production date and validity period, etc. Sixteenth aiweihui departments should strengthen the supervision and management of the production, operation and use of disinfection drugs, and check the prevention and control of disease vectors by units and individuals.
The inspected shall accept supervision and inspection. Refusing or obstructing supervision and inspection, which constitutes a punishment for public security administration, shall be handled by the public security organ in accordance with the provisions on administrative penalties for public security; If a crime is constituted, criminal responsibility shall be investigated according to law. Seventeenth units with one of the following acts shall be ordered by the work department of Aiweihui to make corrections within a time limit, and may be fined according to the following provisions:
(1) If the biological density of vectors exceeds the control standard, affecting and endangering the environment and human health, a fine of 100 yuan but not more than 3,000 yuan shall be imposed;
(two) refused to participate in the unified vector disinfection activities, punishable by a fine of more than 500 yuan 1000 yuan;
(3) Those who engage in vector disinfection services without the approval of the work department of Aiweihui shall be fined more than 2000 yuan 1000 yuan.
