The National Health and Family Planning Commission is responsible for the supervision and management of the national practice registration of doctors.

I. Reasons for formulating the Measures:
The Interim Measures for the Registration of Doctors' Practice (Order No.5 of the former Ministry of Health) was promulgated and implemented on1June 65438+June 65438, 1999, which clearly defined the conditions, procedures, cancellation and change of doctors' practice registration, and played an important role in standardizing the management of doctors' access and strengthening the construction of doctors' team. With the deepening of medical and health system reform and the rapid development of health service industry, the management of doctor's practice registration is also facing new situations and new tasks:
(1) In accordance with the requirements of decentralization, combination of decentralization and management, and optimization of services (referred to as "decentralization, strengthening supervision, and improving services"), it is urgent to reform the registration system for doctors' practice, further optimize the registration process, improve the efficiency of administrative examination and approval, and facilitate the work of administrative counterparts;
(2) The mobility of doctors' practice is enhanced, and the multi-point practice situation is more complicated, which needs to be vigorously promoted and strengthened;
(3) The informatization level of medical management has been continuously improved, and information sharing and big data application have become important means to strengthen post-event supervision, so electronic registration of doctors is imperative.
In order to meet the needs of reform and development, according to the relevant provisions of the Law on Medical Practitioners, the National Health and Family Planning Commission comprehensively revised the Interim Measures for the Registration of Medical Practitioners and formulated the Administrative Measures for the Registration of Medical Practitioners.
Second, the main changes in the management of physician registration
On the basis of summarizing and sorting out the implementation of Several Opinions on Promoting and Regulating Doctors' Multi-practice (Guo Wei Yi Fa [2065438+04] No.86), the Measures improve the registration management of doctors' multi-practice by establishing regional registration system, electronic registration system and public inquiry system of registration information, promote the smooth and orderly flow and scientific allocation of high-quality medical resources, and continuously meet the multi-level needs of the people.
The "Measures" changed the practice place of doctors from "medical, preventive and health care institutions" to "provincial or county-level administrative divisions where medical, preventive and health care institutions are located". The registered place of medical practitioners is the provincial administrative division, and the registered place of assistant medical practitioners is the county administrative division, realizing "one registration, effective region". The practice of doctors in medical, preventive and health care institutions is based on contracts (agreements), and 1 major practice institutions are determined for registration, while other practice institutions are put on record, and the number of practice institutions is unlimited.
Article 4 of the Measures stipulates that the state shall establish a physician management information system and implement the electronic registration management of physicians. Through the online "one-stop" registration service, the original registration mode is improved, which is convenient for doctors to register, change and cancel, and effectively improves the level of government services.
Article 22 of the Measures stipulates that the state implements an open system and an inquiry system for the contents of doctor registration. Local health and family planning administrative departments at all levels shall provide information inquiry services for the registration of doctors in accordance with the regulations, and make an announcement on the list of people whose registration has been cancelled. Establish an open and questioning system, which not only strengthens the openness of government affairs, but also actively accepts social supervision; It is also convenient for the public to choose medical services independently and meet the multi-level and diversified medical service needs of the masses.
Three, the reasons for the implementation of electronic registration management of doctors
On the one hand, it simplifies the application materials, shortens the processing time, optimizes the registration process, effectively improves the efficiency of administrative examination and approval, and facilitates the administrative counterpart;
On the other hand, collecting, sorting out and analyzing all kinds of data in the registration process is conducive to building a dynamic and efficient management model for the whole process of doctor practice and improving the fine management level of medical services.
In the early stage, the National Health and Family Planning Commission has launched a pilot program of electronic licenses for medical institutions, doctors and nurses in Beijing, Tianjin and Hebei, and achieved initial results.
Article 4 of the Measures clearly puts forward the implementation of electronic registration management of doctors, which will provide a legal basis for promoting electronic registration of doctors nationwide.
Fourthly, measures to optimize the management of physician registration.
The Measures strengthen the automatic identification function of personal information by establishing and improving the physician management information system, streamlining the registration submission materials. Article 17 of the original method has been deleted, and it is necessary to change the code of doctor's practice certificate in the original registration department to realize the unique system of practice code and optimize the management of doctor registration.
Five, the "measures" to improve the doctor's withdrawal mechanism.
By establishing a cancellation and withdrawal mechanism, the "Measures" promptly clean up unqualified doctors, cancel doctors who are not suitable for practice, guide doctors to practice according to law and standardize their practice, ensure medical quality and safety, and maintain a good medical order and environment. Require local health and family planning administrative departments at all levels to update the regular assessment results of doctors in the physician management information system in a timely manner, and stipulate that those who have not participated in the regular assessment of doctors for two consecutive assessment cycles will be cancelled; The provisions on doctors' participation in organized cheating, refusal to register and cancellation of registration have been added.
