"There are more than 47 million babies under the age of three in China." Ou Xiaoli said that since the implementation of the universal two-child policy, the contradiction of family rearing has become increasingly prominent, and people's worries about the high economic cost of childbirth and parenting, unattended care and the impact on career development have increasingly become a hot issue of social concern.
The "14th Five-Year Plan" proposes to formulate a long-term population development strategy, optimize the birth policy, enhance the inclusiveness of the birth policy, improve the service level of prenatal and postnatal care, develop a universal care service system, reduce the cost of childbirth, parenting and education, promote the long-term balanced development of the population and improve the quality of the population.
Around the issue of parenting, the relevant state departments have played a "policy combination boxing". Yu Xuejun, deputy director of National Health Commission, said that National Health Commission played a leading role and actively promoted the construction of policies, regulations, standards and service supply system for infant care services with relevant departments. Over the past year or so, 30 provinces (autonomous regions and municipalities) and Xinjiang Production and Construction Corps have issued the Guiding Opinions on Promoting the Development of Care Services for Infants under 3 years old.
Yu Xuejun said that the next step will be to strengthen policy support, incorporate infant care services into social and economic development plans and national health plans, implement major projects and key projects, broaden the supply of inclusive childcare, create a national model city for infant care services, promote the integration of medical care and nursing, and strengthen comprehensive supervision.
