There are three public kindergartens in Puyang, namely, municipal kindergarten, municipal experimental kindergarten and the second experimental kindergarten. As kindergartens directly under the municipal government, the enrollment of three public kindergartens has attracted much attention from the society. Article 9 of the Regulations on Kindergarten Work of the Ministry of Education stipulates that "kindergartens run by enterprises, institutions, organs, organizations and armed forces should actively create conditions to open to the society and recruit children of nearby residents to enter the park".
In recent years, public kindergartens directly under the municipal government are actively creating conditions, expanding the enrollment scale, and recruiting children of employees such as some enterprises and institutions. Because there are only three kindergartens directly under the city, the enrollment is limited, and it is really impossible to meet all children's enrollment.
