It is necessary to clarify the person in charge of occupational health work, set up or designate occupational health management institutions according to law, and equip full-time (part-time) occupational health management personnel.

2. Implement the responsibility of territorial management: towns and sub-district offices should incorporate the prevention and control of occupational diseases into the overall plan of national economic and social development, effectively strengthen overall coordination and promote implementation. The municipal government is responsible for unified leadership, organization and coordination of occupational disease prevention and control within its administrative area, establishing and improving the system and mechanism of occupational disease prevention and control, preventing and defusing major risks in the field of occupational health, and organizing and guiding the disposal of acute occupational poisoning and occupational disease hazards.

3. Tightening the supervision responsibility of departments: All departments should earnestly perform their duties of occupational disease prevention and control in accordance with the requirement that "the management industry must manage safety and occupational health".
