Since the pilot construction of villages and towns in our province, the appearance of some villages and towns has changed obviously, and the production and living conditions have been improved, creating a good environment for the development of township enterprises and the prosperity of bazaars. However, there are still some problems worthy of attention in the construction of villages and towns. In order to intensify the reform of village and town construction and do a good job in village and town planning and construction in time, we are hereby notified as follows.

First, do a good job in the adjustment and improvement of urban planning.

Town planning is a blueprint for the construction of villages and market towns, and a prerequisite for the construction and management of villages and towns. All localities should adjust and improve the town planning on the basis of the original overall planning and according to the actual situation of rural economic development. Planning should meet the needs of establishing a socialist market economic mechanism, pay attention to controlling construction land, serve and obey the development of village economy, make the nature, planning layout and development direction of villages and towns meet the needs of local commodity economic development, and make township enterprises reasonably concentrate in small towns to play a greater scale benefit.

The adjustment and improvement of the whole province's urban planning should focus on the market towns and villages with rapid economic development. Strive to complete the planning adjustment of the established towns and pilot towns in the province within two years, and enter the "well-off" Hexi area ahead of schedule. To this end, it is necessary to complete the delineation of key market towns and village planning areas in four areas (urban suburbs, industrial and mining areas, economic development zones and scenic spots), one point (tourist attractions) and the second line (along major railways and highways) in the province as soon as possible, and do a good job in the detailed planning of established towns and the construction planning of important areas such as industrial communities, residential communities and commercial streets. In new agricultural irrigation areas, such as Jingdian irrigation area and new irrigation area of water diversion project, it is necessary to do a good job in the preparation of construction plans for new villages and market towns.

Second, accelerate the reform of rural construction and gradually establish a socialized service system for rural construction.

It is necessary to speed up the reform of market town construction mode and continuously improve the overall level of village and town construction. Cities and towns should do a good job in comprehensive development and supporting construction according to the plan, and vigorously develop commercial housing. General administrative villages can organize scattered craftsmen in rural areas and set up construction service teams according to actual conditions; An administrative village with developed economy and a large amount of construction can be organized by the village committee or township government in a unified way, and land acquisition, design and construction should be unified in accordance with the approved regulations, so as to develop a piece, build a piece of supporting facilities, complete a piece and return farmland as much as possible.

Establishing socialized service system for rural construction is a major reform of rural construction management mode. All localities should strengthen the organization and leadership of this work, adjust measures to local conditions, establish village construction service centers at all levels, or set up village planning and design offices, building materials service companies and real estate development companies, and gradually realize "one-stop" social services such as village survey, planning and design, installation and construction, real estate development, municipal public facilities management, building materials supply and personnel training. Local governments and relevant departments should give active support from all sides to make it develop healthily and form a multi-channel and multi-form comprehensive supporting service system for village and town construction.

Three, focusing on the construction of market towns, accelerate the construction of a number of demonstration villages and towns.

All localities, prefectures and cities should conduct an inspection and summary of the pilot situation of market towns in the previous stage. On this basis, adjust and redefine the pilot market towns, and establish and improve the provincial, prefecture and county (city) pilot network for rural construction.

The pilot market town should meet the following conditions: First, the market town has strong radiation and great influence; Second, the collective economy of market towns has accumulated to a certain extent, and farmers have certain funds in their hands for their own construction investment; Third, leaders at all levels have a clear understanding of the pilot and attach great importance to it; Fourth, the cadres and the masses are highly motivated; Fifth, the recent construction tasks are clear. Once the pilot is selected, it must be carefully organized and implemented, and strive to achieve six standards: First, save land; The second is to control the housing area, develop industrial and commercial housing and guide the development of the tertiary industry; Third, complete facilities and optimized environment; The fourth is to promote the use of new structures and new materials; Fifth, take the road of centralized and unified construction; Sixth, reasonable planning, high design level and good construction quality. After the pilot, all localities and counties strive to make two or three market towns take a new step. While doing a good job in the construction of market towns, we will select villages that have been lifted out of poverty and entered the "well-off society" ahead of schedule, carry out pilot projects of "well-off houses" demonstration villages, actively promote new materials, technologies and structures of rural houses, and promote new solar energy, biogas, new wall materials and other small, energy-saving and efficient technologies and equipment suitable for villages and towns.

Four, careful organization, careful design, to further improve the level of rural housing construction.

Rural housing construction is an important link for farmers to run towards a well-off society. All localities should incorporate the construction of rural houses into the management objectives of local governments, and bring the construction of rural houses into the track of planned, standardized, organized and step-by-step development. It is necessary to guide village construction with "maps and photos" and vigorously promote the rural housing atlas compiled by provinces and regions. It is necessary to overcome the blindness, spontaneity and arbitrariness of farmers in building houses, guide farmers to build durable and practical houses, and improve the grades and standards of rural houses. It is necessary to organize the construction of new villages with multi-family plots, reasonable layout, complete functions and beautiful application in a planned way, especially in urban suburbs and large-scale demonstration villages, and restrict the construction of single and scattered rural houses. Construction departments at all levels should organize forces to actively prepare and introduce new rural residential design schemes, and the planning and design of rural residential buildings should be carried out in one step, according to their capabilities and step by step. Conditional rural housing structure and foundation should be implemented according to the design of two-story buildings, and "two-story" should be advocated. If the conditions are not met, you can build a layer first. Rural housing construction should gradually select qualified construction teams to construct according to the drawings.

Five, the implementation of the economic policy of rural construction, multi-channel financing for construction.

The provincial government has made clear the economic policies for the pilot construction of villages and towns, and all localities and counties should continue to implement them. At the same time, according to the principle of market economy, we will introduce new fund raising and investment mechanisms, and gradually establish a multi-channel investment structure based on collectives and individuals. In addition to collective and individual investment, it can also take the following forms: First, adhere to the principle of "voluntariness, compensation, benefit and moderation", try out joint-stock collective and individual enterprises such as water supply, heating and transportation in villages and towns, and gradually run a number of service entities; The second is to raise development funds, lend or raise funds to build roads and bridges, and gradually realize the goal of rolling development by maintaining roads, bridges and water. Public facilities in villages and towns can also be jointly operated; The third is to adhere to the principle of who invests, who manages and who benefits, and the investor will charge the facility rental fee or operating fee. Guide enterprises to use their own funds and social idle funds for project construction; Fourth, the pilot market towns can charge infrastructure supporting construction fees according to 3% of the total investment of the project or 5% of the comprehensive budget cost of square meters of construction projects; Fifth, the important infrastructure investment in market towns should be included in the capital construction investment arrangement; Sixth, all localities can allocate some funds from the urban maintenance tax to support the infrastructure construction in villages and towns; Seventh, gradually implement the policy of paid use of municipal facilities and reasonable pricing of public facilities; Eighth, encourage some farmers who get rich first to enter market towns and invest in municipal public facilities.

Six, strengthen management according to law, do a good job in the organization and leadership of the construction of villages and market towns.

The Regulations on the Planning and Construction of Villages and Market Towns (hereinafter referred to as the Regulations) promulgated by the State Council DecreeNo. 1 16 is the first administrative regulation on the planning and construction of villages and market towns in China. The Regulations clearly stipulate the scope of responsibilities, planning principles and depth, planning approval and implementation, real estate and municipal public facilities management, village architectural design and construction management, and penalties for violating the Regulations. The competent departments of village and town construction at all levels shall, in accordance with the regulations, strictly perform the duties entrusted by the regulations and administer according to law. Governments at all levels should put the construction of villages and towns into the government's important agenda, and township heads and mayors should take the planning, construction and management of villages and towns as one of their main tasks, strengthen and focus on the management institutions of village and town construction, and straighten out the management channels. According to the relevant regulations of the central government, rural construction offices should be set up in first-class townships, and rural construction assistants should be set up in second-class and third-class townships. At the same time, do a good job in the training of village and town construction management personnel, so that all village and town construction assistants can work with certificates before 1997.
