This Law was deliberated and adopted at the 15th meeting of the 13th NPC Standing Committee on February 28th, 20th19th, and shall come into force on June 28th, 2020. This is the first basic and comprehensive law in the field of health in China, and people's health rights have been guaranteed by legislation since then. The law covers basic medical and health services, medical and health institutions and personnel, drug supply guarantee, health promotion, funding guarantee and other aspects, highlighting the concept of "protecting the basics, strengthening the grassroots and promoting health". In order to strengthen the institutional rigidity of basic medical and health services and health promotion measures, many "systems" have been written into this law.

People's Republic of China (PRC) Basic Medical Care and Health Promotion Law
Article 1:
This Law is formulated in accordance with the Constitution for the purpose of developing medical and health undertakings, ensuring citizens to enjoy basic medical and health services, improving citizens' health level and promoting the construction of a healthy China.
Article 2:
This Law shall apply to medical treatment, health promotion and its supervision and management activities.
Article 3:
Medical and health undertakings should adhere to the people-oriented principle and serve people's health. Medical and health undertakings should adhere to the principle of public welfare.
Article 4:
The state and society respect and protect citizens' right to health. The state implements the strategy of healthy China, popularizes healthy life, optimizes health services, improves health protection, builds a healthy environment, develops health industries, and improves the health level of citizens throughout their life cycle. The state establishes a health education system to protect citizens' right to health education and improve citizens' health literacy.
People's Republic of China (PRC) Mental Health Law
Article 1:
This Law is formulated for the purpose of developing mental health undertakings, standardizing mental health services and safeguarding the legitimate rights and interests of patients with mental disorders.
Article 2:
Within the territory of People's Republic of China (PRC), this Law shall be applicable to the activities of maintaining and promoting citizens' mental health, preventing and treating mental disorders, and promoting the rehabilitation of patients with mental disorders.
Article 5:
The whole society should respect, understand and care for patients with mental disorders. No organization or individual may discriminate, insult or abuse patients with mental disorders, and may not illegally restrict the personal freedom of patients with mental disorders. News reports, literary and artistic works, etc. No content that discriminates against or insults patients with mental disorders.
Article 4:
No unit or individual may illegally restrict the personal freedom of mental patients, and may not discriminate, insult, abuse or abandon mental patients.
The legal rights and interests of mental patients such as marriage, employment, medical care and schooling are protected by law. Medical institutions shall not shirk or refuse treatment because mental patients suffer from other diseases. Article 5 The people's governments at or above the county level shall lead the mental health work in a unified way, establish and improve the coordination mechanism and responsibility system for mental health work, and assess and supervise the mental health work undertaken by relevant departments.
