First, fully understand the significance of implementing special planning.
The CPC Central Committee and the State Council attached great importance to the development of poverty-stricken areas, and explicitly demanded that contiguous areas with special difficulties be the main battlefield, so as to improve the development capacity, narrow the development gap, and increase the targeted enrollment of colleges and universities in rural areas, especially in poverty-stricken areas. The implementation of the special plan is an important measure to implement the macro-strategic deployment of the CPC Central Committee and the State Council to help the poor in the new stage and promote education equity. It is also an important part of the reform of the enrollment system and an objective need for poverty-stricken areas to enhance their self-development ability. All provincial education, development and reform, finance, human resources and social security, poverty alleviation and other departments, enrollment examination institutions and relevant universities should fully understand the great significance of implementing special plans, enhance their sense of responsibility, and strive to select and train more high-level professionals, especially applied, compound and skilled talents, for poor areas, so as to promote sound and rapid economic and social development.
Two, accurately grasp the implementation objectives and working principles of special planning.
During the Twelfth Five-Year Plan period, about 1 000 special plans are specially arranged in the national enrollment plan every year, with a number of undergraduate enrollment plans as the main ones. The undergraduate program is undertaken by universities directly under the central government and some local universities that recruit undergraduate students, and national demonstration (including backbone) higher vocational colleges undertake the task of enrollment and training. The special plan implements dynamic management, and the state makes overall planning and unified deployment, concentrates some higher education resources, closely combines the key needs of economic and social development in poverty-stricken areas for relevant professionals, and recruits candidates for poverty-stricken areas.
Three, conscientiously do a good job of special plan enrollment.
(1) Carefully select institutions and make enrollment plans independently. The special plan is arranged by the state in the national annual enrollment plan and included in the annual enrollment scale of colleges and universities. The Ministry of Education and the provincial education administrative departments determine the universities that undertake the training tasks. The relevant provincial education administrative departments should consult the relevant departments of the province (autonomous regions and municipalities), and give priority to the urgently needed majors in agriculture-related areas such as agriculture, forestry, water conservancy, geology and mineral resources, machinery, teacher training and medicine according to the needs of economic and social development in poverty-stricken areas of the province, especially in rural areas, and put forward suggestions on the demand for annual sub-professional plans. According to the demand suggestion, the Ministry of Education arranges the number of provincial plans according to the proportion of students in poverty-stricken areas and other factors. Relevant colleges and universities prepare enrollment plans by province and specialty as required.
(2) Strengthen the qualification examination to ensure that the information of candidates is true and accurate. Students with household registration in poverty-stricken areas and three-year school status in local high schools can fill in the special plan volunteers if they meet the registration conditions of the unified entrance examination for ordinary colleges and universities in that year. The relevant provinces (autonomous regions and municipalities) can formulate specific reporting conditions and implementation measures for special plans according to the situation of this province. The provincial admissions office shall, jointly with the local education and public security departments, take effective measures to strengthen the examination of candidates' qualifications and ensure that the candidates' household registration and school status are authentic.
(3) Standardize the operation process and strictly manage access. Candidates applying for special programs must take the national unified examination of that year. The special plan is to volunteer, set up batches and draw lines separately. The undergraduate program enrolls students after the undergraduate batch in advance and before the undergraduate batch starts, and the higher vocational program enrolls students after the undergraduate batch and before the higher vocational batch starts. The admission score line is not lower than the admission control score line of the batch where the enrollment school is located in principle. The relevant provincial-level recruitment offices file according to the proportion of 120% of the special plan of colleges and universities, and colleges and universities enroll students according to the order of the total score of candidates' files and professional volunteers on the filing line. According to the wishes of the candidates, the relevant institutions accept students from high scores to low scores. According to the special plan to recruit new students (hereinafter referred to as special students) roster, by the relevant provincial admissions office in accordance with the provisions of the school enrollment, and reported to the provincial education administrative departments for the record.
(4) Strengthen information disclosure to ensure fairness and justice. The relevant provincial admissions offices, universities and middle schools should, in accordance with the requirements of the "Sunshine Project" for college enrollment, increase the publicity and publicity of information such as enrollment policies, enrollment plans, application conditions, qualification lists, admission scores and admission results. Four, actively guide and encourage special students to work in poverty-stricken areas after graduation.

(three) special students who go to poor areas for employment, entrepreneurship and service after graduation shall enjoy preferential policies such as tuition compensation and national student loan compensation in accordance with relevant regulations. Relevant provinces (autonomous regions and municipalities) should formulate or improve relevant measures as soon as possible to ensure the implementation of various preferential policies.
Five, actively create a good social atmosphere for the implementation of special planning.
All provincial education, development and reform, finance, human resources and social security, poverty alleviation and other departments should strengthen overall coordination and conscientiously do a good job in organizing and implementing special plans. It is necessary to give full play to the positive guiding role of various media, increase publicity on the significance, policy measures and procedural rules of implementing the special plan, and actively create a good social atmosphere for implementing the special plan for targeted enrollment in poverty-stricken areas.
