Other relevant departments of the people's governments at or above the county level shall be responsible for the relevant population and family planning work within the scope of their respective duties.
Science and technology, education, culture and tourism, radio and television departments shall cooperate with the administrative department of health to organize publicity and education on population and family planning; Newspapers, radio, television, internet and other mass media have the obligation to carry out public welfare publicity on population and family planning.
Trade unions, the Communist Youth League, women's federations, family planning associations, private enterprise associations and other social organizations, enterprises and institutions shall assist the people's governments in carrying out population and family planning work. Article 6 Both husband and wife have the obligation to carry out family planning, and the legitimate rights and interests of citizens in carrying out family planning are protected by law. Seventh people's governments at all levels shall commend and reward units and individuals that have made remarkable achievements in population and family planning work. Chapter II Safeguard Measures Article 8 The people's governments at or above the county level shall, in accordance with the national population development plan and the population development plan of the people's government at the next higher level, formulate the population development plan of their respective administrative areas, incorporate it into the national economic and social development plan, and organize its implementation. Ninth people's governments at or above the county level shall include the funds for population and family planning work in the fiscal budget at the corresponding level, and increase year by year with the growth of fiscal revenue.
The people's governments at or above the county level shall establish special funds for population and family planning work, which shall be used to implement relevant policies such as family planning incentives and assistance.
No unit or individual may withhold, embezzle or misappropriate funds and special funds for population and family planning work. Article 10 People's governments at or above the county level shall promote the informatization construction of population and family planning, strengthen the research, development and utilization of information resources related to major issues of national economic and social development such as population quantity, quality, structure, distribution, migration and employment, and improve the scientific level of population and family planning decision-making, social management and public services. Eleventh people's governments at or above the county level shall improve the basic old-age insurance, medical insurance, maternity insurance and other social security systems to promote population and family planning work. Twelfth people's governments at or above the county level and their relevant departments shall strengthen the construction of population and family planning management service system, stabilize grass-roots working institutions and teams, and implement the wages and social security benefits of grass-roots staff. Article 13 Township (town) people's governments and sub-district offices shall be responsible for the population and family planning work in their respective jurisdictions, and shall be equipped with full-time population and family planning management personnel and technical service personnel according to the population size in their respective jurisdictions, so as to do a good job in the population and family planning work in their respective jurisdictions. Fourteenth village (neighborhood) committees shall determine the person to assist the township (town) people's government, street offices to do a good job in population and family planning work according to law.
The population and family planning work of organs, social organizations, enterprises and institutions shall be under the responsibility system of the legal representative or the principal responsible person, with full-time (part-time) staff to do a good job in the population and family planning work of their own units, and accept the professional guidance, supervision and inspection of the administrative department of health. Those who do not meet the requirements of laws and regulations to have more children belong to super-life. Seventeenth couples who meet one of the following conditions may apply for the birth of a third child:
(1) Ethnic minority rural residents in Yuanzhou District, Haiyuan County, Xiji County, Longde County, Jingyuan County, Pengyang County, Yanchi County and Tongxin County (hereinafter referred to as eight counties in mountainous areas);
(two) the birth of two children, identified as unable to grow into a normal labor force, medically considered suitable for re-birth. Article 18 Where rural residents of ethnic minorities in eight mountainous counties are converted into urban residents through the organizational system or organized immigrants move into other counties (cities, districts) in the autonomous region, the birth regulations of the original domicile shall be implemented within three years from the date of change of household registration.
