This Ordinance referred to in pre-hospital medical emergency, refers to the emergency center and undertake the task of pre-hospital medical emergency network hospital (hereinafter referred to as the emergency network hospital) in accordance with the unified command and dispatch, to carry out on-site rescue, transit first aid and the sick and wounded sent to medical institutions for treatment before the care as the main content of medical activities.
The first-aid network hospital as mentioned in these Regulations refers to a medical institution that accepts the instructions of the first-aid center and undertakes the task of pre-hospital medical emergency.
These Regulations apply to the unified management of social forces to participate in pre-hospital medical first aid. Article 3 Pre-hospital medical first aid is a public welfare undertaking organized by the government and an important part of the health service system.
City, district and county (city) people's governments shall, according to the needs of national economic and social development, incorporate the construction of pre-hospital medical emergency system into the development plan of health undertakings at the corresponding level to ensure its synchronous and coordinated development with social economy.
City, District, county (city) health and family planning administrative departments are responsible for the implementation of the administrative area of pre-hospital medical emergency system construction. Article 4 Pre-hospital medical first aid shall follow the principles of "unified acceptance, unified dispatch and unified command" and emergency, immediate and rapid treatment. Fifth municipal health and family planning administrative department is responsible for the supervision and management of pre-hospital medical emergency within the administrative area of this Municipality. District and county (city) health and family planning administrative departments shall be responsible for the supervision and management of pre-hospital medical emergency treatment within their respective administrative areas.
Development and reform, construction, education, public security, civil affairs, finance, human resources and social security, land and resources, urban and rural planning, transportation and other relevant departments shall be responsible for pre-hospital medical emergency work according to their respective responsibilities. Article 6 The administrative department of health and family planning, the Red Cross Society and the emergency center shall take various forms and organize publicity, education and public welfare training on medical first aid knowledge and skills for communities, rural areas, schools, organs, enterprises and institutions, so as to improve the public's awareness of first aid and their ability of self-help and mutual rescue.
Newspapers, television, radio, internet and other media should carry out public welfare propaganda, popularize first aid knowledge and skills, and publicize the spirit of saving lives. Seventh to encourage and support social forces to participate in pre-hospital medical emergency. City, district and county (city) people's governments may purchase pre-hospital medical emergency services from social forces according to the needs of pre-hospital medical emergency system construction.
Encourage citizens, legal persons or other organizations to donate to pre-hospital emergency medical care in accordance with the People's Republic of China (PRC) Public Welfare Donation Law.
Social forces involved in pre-hospital medical emergency should obey the unified organization and management of the administrative department of health and family planning.
Encourage qualified social forces to carry out pre-hospital medical first aid training. Chapter II Network Construction Article 8 This Municipality shall establish a pre-hospital medical emergency network with the municipal emergency center as the main body and composed of emergency centers at all levels and emergency network hospitals.
City Emergency Center is responsible for the unified organization, command and dispatch of pre-hospital medical emergency in the city. Xiaoshan District, Yuhang District and counties (cities) set up emergency centers, which are responsible for the organization, command and dispatch of pre-hospital medical emergency within their respective administrative areas, and obey the business guidance and command and dispatch of the municipal emergency center.
First-aid network hospitals are designated by the health and family planning administrative department according to the pre-hospital medical emergency network layout, crowd characteristics and hospital specialties, and announced to the public. Article 9 Emergency centers shall meet the basic standards of medical institutions and perform the following duties:
(1) Receiving calls for help through the pre-hospital medical emergency telephone, and collecting, processing and storing pre-hospital medical emergency information;
(two) to undertake pre-hospital medical first aid, and to command and dispatch emergency network hospitals within their respective administrative areas to carry out pre-hospital medical first aid;
(3) Establish and improve the pre-hospital medical emergency network management, improve the statistical reporting system, and ensure the normal operation of the pre-hospital medical emergency network;
(four) to organize publicity and training of first aid knowledge and skills, scientific research and academic exchanges of first aid medicine;
(five) to accept the assignment of the people's government at the same level or the administrative department of health and family planning, and to participate in the pre-hospital medical emergency support for large-scale activities and the emergency medical rescue work for emergencies;
(six) other relevant duties of pre-hospital medical emergency as prescribed by laws and regulations. Tenth emergency network hospital shall perform the following obligations:
(a) obey the command and dispatch of the emergency center at the same level, and complete the pre-hospital medical emergency task;
(2) Timely receiving and treating acute, dangerous and seriously injured patients;
(three) do a good job in the registration, storage and reporting of pre-hospital medical emergency information, and gradually connect with the residents' (village) medical information and electronic health records;
(four) comply with the relevant provisions of pre-hospital medical emergency and transfer;
(five) to manage the pre-hospital medical emergency in our hospital and bear the corresponding legal responsibilities;
(six) other relevant obligations of pre-hospital medical emergency as prescribed by laws and regulations.
