4. Actively carry out long-term care insurance pilot projects, explore the establishment of a long-term care insurance system, and effectively protect the basic living rights and interests of the disabled, especially the disabled elderly;
5. Accelerate the settlement of basic medical insurance for medical treatment in different places, and basically realize the direct settlement of hospitalization expenses of the elderly who meet the referral conditions before the end of 20 18.

The people's governments at or above the county level and their relevant departments shall formulate preferential treatment measures for the elderly according to the economic and social development and the special needs of the elderly, and gradually improve the level of preferential treatment.
