On 20081February 19, the Zhejiang provincial government issued the Opinions on Implementing Free Pre-marital Medical Examination and Free Pre-pregnancy eugenics Test. Since the date of this opinion, free pre-marital medical examination and free pre-pregnancy eugenics test have been fully implemented in Zhejiang (referred to as "the policy of two exemptions for eugenics"). China is a country with a large population. The population problem has always been a major problem that restricts the sustainable development of China, and it is also a key factor that affects economic and social development.

The Zhejiang Provincial Population and Family Planning Commission said that the implementation of the "eugenics and two exemptions policy" aims to curb the high incidence of birth defects in Zhejiang this year and improve the quality of the birth population in the province. Zhejiang is located along the coast, with a small land and a large population. Improving the quality of the birth population is also conducive to the coordinated and sustainable development of population, resources, environment, economy and society in this province.

It is understood that the "eugenics and two exemptions policy" is a basic public service provided by the Zhejiang provincial government, mainly for permanent residents who have lived in Zhejiang for more than half a year; Young men and women registered for marriage in Zhejiang have premarital medical examination; Pregnant women who receive reproductive health service certificates in this province are examined for prenatal eugenics.

Premarital check-up and pregnancy check-up determine three basic items of male premarital check-up 13, and the funds are per person 1 15 yuan; Fourteen basic items of women's premarital examination, each fund 120 yuan;
