The monthly allowance for farmers aged 65 to 70, also known as the old age allowance, is one of the social security policies.
Different regions have different regulations on old age allowance. In some areas, people over the age of 70 can receive old age allowance, and in some areas, people over the age of 80 can receive old age allowance. In economically developed areas such as Beijing and Shanghai, people over 65 can receive old age allowance. The payment standard is determined in principle according to the local minimum living standard, the subsidy level and the age of the payer.
It will be distributed at different levels and adjusted according to the improvement of the living standards of the local economic and social development and the changes in the minimum living standard. The specific payment standard shall be determined by the civil affairs department in conjunction with the financial department in accordance with the principle of old age allowance.

The social assistance system adheres to the bottom line, which is difficult and sustainable, and is connected with other social security systems. The level of social assistance is compatible with the level of economic and social development. Social assistance should follow the principles of openness, fairness, impartiality and timeliness.

The State Council Civil Affairs Department co-ordinates the construction of the national social assistance system. The State Council civil affairs, emergency management, health, education, housing and urban construction, human resources and social security, medical security and other departments are responsible for the corresponding social assistance management according to their respective responsibilities.
The departments of civil affairs, emergency management, health, education, housing and urban construction, human resources and social security, medical security and other departments of the local people's governments at or above the county level shall be responsible for the corresponding social assistance management within their respective administrative areas. The administrative departments listed in the preceding two paragraphs are collectively referred to as social assistance management departments.
