According to> (No.26 [2009] of Tin Department Office), in order to do one of the ten practical things well, that is, to conduct a free reproductive health examination for every married woman of childbearing age in rural and pastoral areas of the whole Union during the year, this implementation plan is formulated in combination with the actual situation.
I. Guiding ideology
Guided by the spirit of the 17th National Congress of the Communist Party of China and the Third Plenary Session of the 17th Central Committee, we should implement Scientific Outlook on Development, establish a service concept centered on people's all-round development, improve the working mechanism of routine technical services for family planning, further enrich the activities of establishing advanced units with high-quality services, and further improve the quality of the population by providing free reproductive health examination services for married women of childbearing age in rural and pastoral areas, further stabilize the low fertility level, further benefit people's livelihood in population and family planning work, and make new contributions to the sound and rapid economic and social development of the Union.
Second, the basic principles
Principles of informed consent and voluntary participation. Through publicity, correctly guide customers to choose their own inspection items on the premise of knowing and volunteering.
The principle of adapting measures to local conditions and facilitating the masses. Combined with the appointment service, according to local conditions, flexible and diverse organizational forms and fast and convenient service methods are adopted to ensure that the clients can obtain safe and reliable services nearby.
Unify standards and standardize operating principles. Provide inspection services to customers according to clinical technical operation specifications. Strict disinfection and sterilization to prevent cross infection; Strictly regulate the operation to prevent all kinds of accidents and errors.
Principles of health guidance and follow-up service. The combination of reproductive health examination with propaganda and guidance and follow-up service helps clients to establish the health concept of giving priority to regular examination and prevention, thus improving the reproductive health awareness of married women of childbearing age in rural pastoral areas and establishing follow-up service and referral system. For married women of childbearing age who are found to have diseases, they should be given initial treatment or timely referral opinions according to the cost, and follow up to realize early treatment and early rehabilitation.
Third, the overall requirements
1, fully implemented. Under the leadership and support of governments at all levels, the population and family planning departments take the lead, and the propaganda, health, finance, women's federations and other relevant departments cooperate with each other, carefully organize and widely publicize, create a strong atmosphere, and implement and complete this practical matter that benefits people's livelihood while ensuring the routine technical services of family planning.
2. Guarantee funds. The funds for free reproductive health examination services should be included in the financial budgets at all levels based on the requirements of> (No.26 [2009] of Tin Department Office) and allocated before the end of June, and the funds for free examination services should not be replaced by "four operation fees" and family planning fees.
3. Basic guarantee. Strive to make married women of childbearing age in rural and pastoral areas enjoy free reproductive health examination services.
4. Work together to move forward. It is necessary to combine free reproductive health examination with on-the-job training, striving for Excellence, building "four excellent and one satisfied", routine work of service institutions and * * to jointly promote, further improve the technical service level while completing the inspection service task with high quality, and strive to expand the service fields related to reproductive health.
Fourth, specific arrangements.
Clients: Married women of childbearing age in rural and pastoral areas registered in Xilin Gol League.
Inspection time: from late March 2009 to the end of September 2009.
Examination items: routine gynecological examination, leucorrhea examination, B-ultrasound examination of uterus and its accessories, and breast examination.
Create a file: create an inspection file for the inspection service object (the style is attached). The inspection files are kept in the county (district) family planning service centers, and the information is comprehensively analyzed to form an analysis report, which was submitted to the Population and Family Planning Bureau of the Union on June, 2009.
