The tea industry as mentioned in these Regulations includes tea planting, processing, management and related services. Article 3 The provincial people's government and the people's governments of cities and counties (districts) in tea producing areas shall strengthen their leadership over the development of tea industry, establish a coordination system to promote the development of tea industry, and study and solve major problems in the development of tea industry. Agricultural and rural administrative departments are responsible for specific work.
Agriculture and rural areas, natural resources, industry and information technology, commerce, health, market supervision, forestry, customs and other departments shall, according to their respective responsibilities, do a good job in promoting the development of tea industry. Article 4 The provincial people's government and the people's governments of cities and counties (districts) in the main tea producing areas shall formulate the development plan of tea industry in their respective administrative areas and incorporate it into the national economic and social development plan.
The development planning of tea industry should be connected with the ecological environment protection planning, soil and water conservation planning and the protection planning of specific areas such as nature reserves and scenic spots. Article 5 The provincial people's government and the people's governments of the cities and counties (districts) in the main tea producing areas shall arrange special funds for the development of tea industry, and focus on supporting the protection of tea germplasm resources, the breeding and promotion of new varieties, the construction of ecological tea garden bases and tea standardization demonstration areas, tea quality testing, and the creation of tea brands. So as to promote the healthy and sustainable development of the tea industry. Article 6 The local people's governments at or above the county level in tea producing areas shall formulate preferential policies and specific measures to promote the development of tea industry in accordance with relevant state policies and these regulations; Units and individuals that have made outstanding contributions to the development of tea industry shall be commended and rewarded. Article 7 The local people's governments at or above the county level in tea producing areas shall increase investment in basic and public welfare research of tea industry, promote scientific and technological innovation and application of achievements in tea industry, and improve the capacity and level of sustainable development of tea industry. Article 8 The local people's governments at or above the county level in tea producing areas shall define the tea technology popularization institutions, strengthen the power of tea technology popularization, speed up the popularization of new tea varieties, new technologies, new machines and tools, new pesticides and new fertilizers, and improve their ability to serve the tea industry. Article 9 The local people's governments at or above the county level in tea producing areas shall strengthen the construction of tea trading platforms, improve the tea logistics infrastructure and improve the circulation efficiency of the tea market. Article 10 The local people's governments at or above the county level in tea producing areas shall take measures to guide and standardize the development of tea professional cooperatives, promote the improvement of service capacity and management level of tea professional cooperatives, and give priority to supporting qualified tea professional cooperatives to apply for tea agricultural projects.
Encourage and support tea professional cooperatives to integrate organizational resources and production factors, implement joint or reorganization, and form tea professional cooperatives. Eleventh local people's governments at or above the county level shall promote the cooperation and exchange of tea industry between Fujian and Taiwan.
Engaged in tea production and management in Taiwan Province Farmers Pioneer Park, enjoy preferential policies in accordance with relevant regulations. Article 12 The administrative department of agriculture and rural areas of the provincial people's government shall include the tea production and processing machinery products suitable for popularization and use in this province in the catalogue of agricultural machinery products supported and promoted by this province, and subsidize the purchase of machinery products listed in the catalogue in accordance with relevant regulations. Article 13 The administrative department of agriculture and rural areas of the provincial people's government shall, jointly with the municipal people's government with relevant districts, strengthen the protection of excellent, special, rare and rare tea germplasm resources, and delimit the conservation zone and protected areas of excellent tea germplasm. Delineation of excellent natural tea germplasm conservation zone and quasi-protected areas shall be submitted to the provincial people's government for approval.
The preservation areas and protected areas of excellent tea germplasm are managed by the local people's governments at the county level, and the administrative departments of agriculture and rural areas of the people's governments at the county level are specifically responsible.
The administrative departments of agriculture and rural areas of the local people's governments at or above the county level in tea producing areas shall strengthen the breeding, introduction, demonstration and popularization of excellent tea varieties. Article 14 The health administrative department of the provincial people's government shall, jointly with the relevant departments of agriculture, rural areas and market supervision, formulate local standards for tea food safety in Fujian Province in accordance with the Food Safety Law of People's Republic of China (PRC).
Encourage tea production enterprises to formulate enterprise standards for tea food safety that are stricter than national standards or local standards. Article 15 The relevant administrative departments of agriculture and rural areas of the local people's governments at or above the county level in tea producing areas shall take measures to promote the standardized planting and processing of tea, promote the construction of infrastructure such as tea garden roads and water conservancy and ecological tea gardens, and give priority to the use of project funds.
The land for tea production facilities required for tea garden construction shall be handled in accordance with laws, regulations and the relevant provisions of the provincial people's government. Article 16 The market supervision departments of local people's governments at or above the county level in tea producing areas shall organize tea producing enterprises and scientific research institutions to promote and participate in the formulation of local national standards for major teas. Article 17 The relevant administrative departments of agriculture and rural areas of local people's governments at or above the county level in tea-producing areas shall establish and improve information platforms, increase the publicity of local major teas, and provide policy advice and information services for tea producers and operators to explore domestic and foreign markets and carry out marketing.
