Citizens under the age of 16 shall apply for resident identity cards by guardians. Parents bring their ID cards, children and household registration books to the police station where the household registration is located to apply.

Article 10 of the Law of the People's Republic of China on Resident Identity Cards stipulates that to apply for a resident identity card, a registration form for applying for a resident identity card shall be filled in and a residence booklet shall be submitted for examination. Article 2 stipulates that China citizens who have reached the age of 16 and live in People's Republic of China (PRC) shall apply for resident identity cards in accordance with the provisions of this Law; China citizens under the age of 16 may apply for resident identity cards in accordance with the provisions of this Law. Article 7 stipulates that a citizen shall, within three months from the date of reaching the age of 16, apply to the public security organ where his permanent residence is located for a resident identity card. Citizens under the age of 16 shall apply for resident identity cards by guardians.

To apply for a replacement ID card, you need to prepare the following materials:

1. Applicant's household registration book (original inspection);

2. The resident identity card that the applicant originally applied for (except for failing to apply for a permit or losing the certificate);

3. The applicant's "digital photo receipt" (provided when the new card or resident ID card expires);

4. Registration form for applying for resident identity card (printed by the household affairs office of the police station).

Processing flow:

1. Take the above materials to the police station where the household registration is located to apply for an ID card for the first time and fill out the application form.

2. After the application form and related materials are submitted, the preliminary examination shall be conducted. After confirmation, the applicant can get the second-generation resident ID card.

3. Within the notification time, take the "Second Generation Resident Identity Card" to the police station to get the certificate.
