In order to implement the "people-oriented, comprehensive, coordinated and sustainable Scientific Outlook on Development" proposed by the Third Plenary Session of the 16th CPC Central Committee, further strengthen the management of urban lighting, promote the conservation of electricity, and guide the healthy development of urban lighting in China, the following opinions are put forward:

First, fully understand the significance of strengthening urban lighting management.

Urban lighting is the general name of urban functional lighting and landscape lighting, which mainly refers to the functional lighting and night landscape lighting of roads, streets, residential areas, bridges, tunnels, squares, parks, public green spaces and buildings within the city. Urban lighting plays an important role in urban traffic safety, social security, people's life and beautifying the environment. It is an important urban infrastructure and an important part of urban management.

Since the reform and opening up, urban lighting in China has developed rapidly, which has played a positive role in improving urban functions, improving urban environment and improving people's living standards. But on the whole, the level of urban lighting is not high, which is mainly manifested in the following aspects: laws, regulations and related standards are lagging behind, the construction market is chaotic, attention is paid to engineering construction, and maintenance management is neglected; Ignoring the cultural taste of lighting design and its harmony with the environment, simply pursuing brightness and luxury, resulting in light pollution; The use of inefficient lighting equipment leads to a serious waste of electricity, which aggravates the shortage of electricity in cities.

Urban lighting management is directly related to energy saving, environmental protection and people's life, which reflects the cultural taste and management level of a city. Construction administrative departments at all levels should strive to improve the understanding of urban lighting management, actively cooperate with energy-saving departments, further strengthen the organization and guidance of urban lighting work, and take effective measures to improve the management level of urban lighting.

Two, clear the principles and main tasks of urban lighting work.

Urban lighting must adhere to the principle of people-oriented and serving urban residents wholeheartedly; Adhere to the principles of economy, practicality, power saving and environmental protection; Adhere to the principle of adapting lighting construction to the local economic level. In the coming period, the main tasks of urban lighting work are:

1, and strive to improve urban functional lighting. It is necessary to focus on solving the problem of no lights and lights on urban roads to ensure the safety of people's travel at night. It is necessary to improve the functional lighting of public areas such as city squares, parks, docks and stations. The lighting rate in big cities should reach 97%, and in small and medium-sized cities it should reach 95%. The lighting rate of urban roads should reach 100% and the lighting rate of public areas should reach 95%; The brightness index of primary and secondary roads should meet the requirements of design standard values.

2. Do a good job in the planning and design of urban lighting. According to the requirements of urban planning and urban lighting special planning, combined with urban construction and transformation, lighting facilities are set up, and unified planning and design are achieved. Urban landscape lighting should be designed in strict accordance with standards and planning and construction, pay attention to the scientific configuration of brightness and color, give priority to meeting people's sense of security and comfort, avoid light pollution, and make lighting coordinate with the natural night sky.

3, vigorously promote energy-saving technology, improve the efficiency of electric energy utilization. The construction of lighting facilities shall be carried out in strict accordance with the lighting design standards and norms, and shall not exceed the standard; New and rebuilt lighting projects must adopt scientific lighting design methods, and promote the use of high-efficiency lighting electrical products (see Annex) and energy-saving control technologies. Before the end of 2006, all cities should complete the task of transforming energy-saving lamps; Realize energy-saving urban lighting system as soon as possible.

Third, strengthen the guiding role of urban lighting planning.

The competent department of urban lighting shall, jointly with the competent department of urban planning and the competent department of energy conservation, pay close attention to the preparation of special urban lighting planning according to the overall urban planning. The special planning of urban lighting should include the following contents: first, according to the needs of urban functional lighting and landscape lighting, the quantitative indicators of lighting are put forward; Secondly, according to the natural geographical environment, human resources and economic development level of the city, according to the different functional divisions of the city, the lighting effect is determined; Third, formulate specific measures for environmental protection and energy saving of urban lighting, and put forward implementation plans.

Cities should complete the preparation of special urban lighting planning before 2008. The provincial construction administrative department shall conduct a comprehensive inspection of the preparation and implementation of the plan. Not according to the provisions of the planning, to complete the preparation work within a time limit; The plan has been formulated, but it does not meet the needs of urban development and the principle of saving electricity and protecting the environment, and it should be revised and improved within the specified time; Those who violate the plan should supervise and correct.

Fourth, do a good job in saving electricity in urban lighting.

In the urban lighting industry, energy-saving activities are widely carried out, and cities with conditions should implement centralized monitoring and time-sharing control mode of urban lighting to reduce power consumption.

Whether it is the design scheme of road lighting facilities construction project or landscape lighting construction project, it should be fully demonstrated. According to the lighting energy-saving design standards, certified high-efficiency energy-saving products should be given priority, and inefficient lighting products should not be used.

Actively carry out contract energy management, and all localities should reward units with good energy-saving work and remarkable energy-saving effects.

In order to save energy, protect the environment and promote health, we should actively promote green lighting, do a good job in urban green lighting demonstration projects, improve the quality of urban lighting and strive to improve the urban living environment.

Five, actively and steadily promote the reform of urban lighting management system.

Reform the management system of construction, management and maintenance in accordance with the principle of "separating government from enterprise". According to the Opinions of the Ministry of Construction on Accelerating the Marketization Process of Municipal Public Utilities, the maintenance work will be pushed to the market and the bidding system for maintenance work will be implemented.

In accordance with the principle of "favorable management, centralization and high efficiency", we will actively explore the unification of urban lighting construction and management into one department and concentrate on exercising management functions.

Road lighting and landscape lighting in public welfare cities should be included in the public finance system, and the city government should provide the necessary financial guarantee. The place where the electricity surcharge is levied must be earmarked to ensure the normal expenditure of its maintenance funds and electricity charges.

Six, establish and improve the urban lighting regulations and standards system.

It is necessary to speed up the construction of urban lighting legal system, establish and improve laws and regulations, and realize construction and management according to law. Harnessing light pollution in urban lighting construction according to law. The competent department of urban lighting should cooperate closely with the urban construction supervision department and the electric power department to crack down on theft and malicious destruction of urban lighting facilities according to law.

Improve the urban lighting standard system and formulate mandatory standards for urban lighting engineering. It is necessary to formulate urban lighting planning and construction standards and light pollution control standards as soon as possible, and guide urban lighting to develop in the direction of "high efficiency, energy saving, environmental protection and health".

Seven, strengthen the management of urban lighting construction market.

In accordance with the relevant provisions of the Bidding Law, the Construction Law and the Regulations on Quality Management of Construction Projects, strengthen the market management of urban lighting projects. City lighting engineering should strictly implement the city and road lighting engineering professional contracting qualification management system, it is strictly prohibited to contract without a license. To give full play to the role of urban lighting engineering experts, the implementation of urban lighting engineering project design expert demonstration system.

Government-invested and government-invested urban lighting projects shall be subject to bidding or procurement in accordance with the relevant provisions of the Construction Law and the Bidding Law.
