City and county (District) spiritual civilization construction institutions shall be responsible for the planning, guidance and coordination, supervision and inspection, evaluation and notification of the promotion of civilized behavior within their respective administrative areas. Fifth city, county (District) people's government and its departments, township (town) people's government, street offices should do a good job in the publicity of civilized behavior in accordance with their respective responsibilities.
Village (neighborhood) committees should strengthen the propaganda and guidance of civilized behavior and actively do a good job in the propaganda of civilized behavior. Article 6 The people's governments of cities and counties (districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, and include the funds for the promotion of civilized behavior into the annual financial budget. Seventh units and individuals should actively participate in the propaganda of civilized behavior.
Civilized units, civilized families, state functionaries, educators and advanced model figures should play an exemplary role in advocating civilized behavior. Chapter II Code of Civilized Conduct Article 8 Citizens should be patriotic, dedicated, honest and friendly, law-abiding, courteous to guests, abide by civic conventions, village regulations and other civilized code of conduct, practice social morality, professional ethics and family virtues, and enhance personal morality. Article 9 The following acts are encouraged:
(1) Be courageous;
(2) emergency assistance;
(three) blood donation, donation of hematopoietic stem cells, remains, human organs (tissues);
(4) Charity activities;
(5) Voluntary service activities. Tenth advocate the following acts:
(1) Be friendly to others and provide help to others within one's power;
(two) advocating labor, respecting workers and cherishing the fruits of labor;
(3) Advocating science, opposing feudal superstitious activities and consciously resisting cults;
(four) civilized festivals, civilized weddings, civilized, safe and environmentally friendly sacrifices;
(5) Protecting the ecological environment, saving energy and resources, low-carbon travel, green consumption, garbage sorting, and reducing pollution;
(6) Abide by public etiquette, dress appropriately in public, behave in a civilized manner, don't talk loudly and don't swear;
(7) Civilized surfing the Internet, sunshine following posts, rational speech and spreading positive energy;
(8) Wait in line when waiting for service, go out first and then enter when using the elevator, and walk on the right when going up and down the stairs;
(9) When taking public transport, get off the bus first and then get on the bus, give up your seat for the old, young, sick, disabled and pregnant passengers, do not hinder others from taking the bus, and do not eat food with pungent smell;
(ten) pedestrians crossing the intersection or crossing the road in case of motor vehicle courtesy to pass quickly;
(eleven) civilized dining, correct ordering, advocating "CD action" and packaging leftovers after meals, catering service operators should take the initiative to prompt or persuade;
(twelve) civilized tourism, respect local customs, cultural traditions and religious beliefs, and cherish tourism resources;
(thirteen) civilized toilet, flush in time, and consciously keep clean and hygienic;
(fourteen) integrity management, fair competition, civilized service, and consciously fulfill the statutory and agreed obligations;
(fifteen) to build a civilized family, cultivate a good family style, and promote family virtues such as respecting the elderly and loving the young, treating each other as equals, living in harmony, supporting each other, and managing the family diligently;
(sixteen) follow the laws of students' cognition and education and teaching, and carry forward the good fashion of respecting teachers and attaching importance to teaching and advocating wisdom;
(seventeen) carry forward the spirit of Yimeng, inherit the red gene, consciously advocate, learn and defend the heroic martyrs, and actively participate in the "double support" and military-civilian co-construction activities;
(eighteen) other acts conducive to social civilization and progress. Eleventh abide by public order and civilized behavior norms, shall not carry out the following acts:
(a) throwing objects from buildings and structures;
(two) to carry out cultural and recreational activities such as square dance and open-air performance in public places, and create noise to interfere with the normal life of others;
(three) damage, occupation of public facilities, occupation, blockage, closure of evacuation routes, exits, fire engines, barrier-free access;
(4) Fabricating and disseminating violent, obscene and false information on the Internet, information that infringes upon the legitimate rights and interests of others such as reputation and privacy, and information that violates public order and good customs;
(5) Gathering people to make trouble in hospitals and schools, insulting, abusing, threatening, beating, or holding medical staff and teaching staff hostage;
(six) other acts in violation of the norms of civilized behavior of public order. Twelfth abide by the norms of environmental civilization, shall not carry out the following acts:
(1) scribbling or illegally posting or hanging promotional materials on the external walls, corridors, stairs and sidewalks, trees, telephone poles, outdoor pipelines and other outdoor facilities of buildings and structures;
(two) distributing commercial advertisements and promotional materials in schools, hospitals, squares and other public places;
(three) spitting, urinating, littering peels, scraps of paper, cigarette butts, plastic bags, beverage bottles (boxes) and other wastes, chewing gum and dumping sewage;
(four) in violation of laws and regulations, smoking in indoor public places, public transport and other places with no smoking signs;
(five) picking flowers and trees in public green spaces and trampling on lawns;
(six) engaged in washing, swimming, fishing and other activities in the waters prohibited by laws, regulations and the people's governments of cities and counties (districts);
(seven) setting off fireworks and firecrackers in areas and time periods prohibited or restricted by laws, regulations and the people's governments of cities and counties (districts);
(eight) in the city, county (District) people's government banned open-air barbecue food area or provide a venue for open-air barbecue food;
(9) Burning asphalt, linoleum, rubber, plastic, leather, garbage and other substances that produce toxic and harmful smoke and malodorous gases in urban built-up areas and other areas designated by the people's governments of cities and counties (districts), burning straw in the open air, burning branches, fallen leaves and other substances that produce smoke and dust pollution;
(ten) throwing and burning paper, relics and other funeral items on urban and rural roads;
(eleven) the construction waste mixed with domestic waste, discarded in transit, leaving construction waste;
(twelve) other acts in violation of environmental civilization norms.
