Article 3 The promotion of civilized behavior adheres to the working mechanism of party leadership, government organization and implementation, division of responsibilities among all parties, and active participation of the whole society, in-depth implementation of civic morality construction projects, promotion of social morality, occupational morality, family virtues, and personal morality, promotion of honesty and institutionalization of volunteerism, and reinforcement of the awareness of social responsibility, rules, and sense of dedication. Article 4 The people's governments of cities, counties (cities) and districts shall incorporate the promotion of civilized behavior into national economic and social development planning, define the overall objectives, tasks and requirements, and formulate relevant policies and measures.
The relevant departments of the municipal and county (city) people's governments shall do a good job of promoting civilized behavior in accordance with their respective responsibilities.
