The guiding agencies of spiritual civilization construction in cities and districts, counties (municipalities) are specifically responsible for the promotion of civilized behavior in their respective regions, and perform the following duties:

State employees, educators, deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference and advanced and exemplary figures shall play an exemplary role in the promotion of civilized behavior.
Citizens shall actively participate in the promotion of civilized behavior.
