Chapter I General Provisions Article 1 In order to guide and advocate civilized behavior, cultivate and practice socialist core values, and improve the civilized quality of citizens and the degree of social civilization, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality. Article 3 The promotion of civilized behavior should combine the rule of law with the rule of virtue, adhere to the principles of people-oriented, social governance, combination of rewards and punishments and systematic promotion, and form a long-term mechanism for civilized construction. Fourth city, district (city) spiritual civilization construction committee unified leadership within their respective administrative areas to promote civilized behavior. City, district (city) spiritual civilization construction institutions are responsible for the planning, guidance and supervision of the promotion of civilized behavior within their respective administrative areas. Article 5 The municipal and district (city) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan, and the required funds shall be included in the annual budget at the same level to promote the coordinated development of civilized behavior and economy and society. Article 6 Departments of development and reform, education, public security, civil affairs, justice, finance, resources and planning, ecological environment, urban and rural housing construction, urban management, transportation, agriculture and rural areas, commerce, culture and tourism, health and market supervision shall, according to their respective functions and duties, do a good job in promoting civilized behavior. Seventh Township People's governments and sub-district offices shall, in accordance with their duties, do a good job in promoting civilized behavior within their respective jurisdictions.

Villagers' committees and residents' committees shall strengthen publicity and guidance on civilized behavior and assist relevant units to publicize civilized behavior. Article 8 Trade unions, communist youth leagues and women's federations shall, according to their respective functions and duties, do a good job in publicizing civilized behavior. Article 9 Advocating civilized behavior is the common responsibility of the whole society.

State organs should play an exemplary role in advocating civilized behavior. Enterprises, institutions, social organizations, other organizations and individuals should actively participate in the propaganda of civilized behavior.

State functionaries, public figures and employees of civilized units should play an exemplary role in advocating civilized behavior. Tenth any unit or individual has the right to discourage and stop uncivilized behavior, and can complain and report to the relevant departments; Legal records of uncivilized behavior in the form of taking photos, audio recordings and video recordings can be submitted to relevant departments for law enforcement reference. Eleventh news media should actively promote civilized behavior, spread the concept of civilization, and create a civilized and harmonious atmosphere of the whole society. Chapter II Basic Code of Conduct Article 12 Citizens should practice socialist core values, firmly establish national concepts, safeguard national security, unity and dignity, carry forward the traditional virtues of the Chinese nation, strengthen social morality, professional ethics, family virtues and personal moral cultivation, abide by laws and regulations, and follow public order and good customs. Thirteenth public places should consciously abide by public order, and comply with the following provisions:

(a) Dress neatly and behave in a civilized manner;

(2) Speak in a low voice and answer the phone without making noise;

(3) Wait for the service to queue up in turn, use the elevator to get off first and then get on, and go up and down by the stairs on the right;

(4) Abide by the prohibition of smoking;

(5) Keep quiet in hospitals, libraries, memorial halls, museums, theaters and other places without disturbing others;

(six) organize square dance, theatrical performances, outdoor fitness and other entertainment and assembly activities, rational use of venues and facilities, the use of audio equipment shall not interfere with the normal work and life of others, and shall not engage in dangerous fitness activities that hinder others;

(seven) to carry out commercial operations in a civilized manner, and not to use loudspeakers or other methods that emit high noise to attract customers;

(eight) pay attention to personal hygiene, during the epidemic or infectious respiratory diseases or major infectious diseases, you should cover your mouth and nose when coughing or sneezing, and wear a mask as required;

(nine) in case of emergency, obey the on-site command, cooperate with emergency treatment, and do not blindly gather to watch. Article 14 Maintain public health and observe the following provisions:

(a) do not urinate, spit, do not throw peels, scraps of paper, cigarette butts, chewing gum, plastic bottles (bags) and other wastes;

(two) shall not be arbitrarily dumping dirt and dirty water;

(three) the classification of domestic waste into the designated place, shall not be dumped, scattered, piled up or burned;

(four) shall not illegally set off fireworks;

(5) Not posting, scribbling or portraying on the external walls of buildings and structures or public facilities, sidewalks, telephone poles and trees without authorization;

(six) after using the public toilet, it should be flushed immediately, keep the public toilet clean, and take good care of the public toilet facilities;

(seven) camping, outing, pro-sea, offshore and other outdoor activities. , should clean up the garbage;

(eight) not in the open air, garbage collection containers burning straw, branches and leaves. Fifteenth civilized travel, and abide by the following provisions:

(a) driving a motor vehicle shall not use lights and horns in violation of regulations; When crossing the crosswalk, pedestrians should slow down and make way when crossing the crosswalk; When passing through the stagnant water section, you should slow down; Don't make phone calls by hand, don't throw things at the window, and don't change lanes and grab roads at will; Take the initiative to make way for school buses and fire engines, ambulances, engineering rescue vehicles, police cars and other vehicles in an emergency;

(two) driving non-motor vehicles do not run side by side, do not enter motor vehicle lanes, sidewalks, do not violate the provisions of manned, do not suddenly stop, do not overspeed, do not retrograde; On the road without non-motor vehicle lanes, you should drive on the right side of the road;

(3) Vehicles shall be parked in parking lots and specified parking berths, and shall not occupy public passages such as pedestrian walkways, blind roads, fire fighting, medical first aid, etc., and shall not obstruct the passage of other vehicles and pedestrians, and shall not occupy the charging position of public charging piles when not charging;

(4) Pedestrians should walk on the sidewalk, or walk by the roadside if there is no sidewalk; Crossing the road should take crosswalks or crossing facilities, and traffic isolation facilities are not allowed. When a motor vehicle stops and gives way, it should pass safely and quickly. When crossing a crosswalk with traffic lights, follow the traffic signals;

(5) When taking public transport, you should consciously queue up, get off the bus first and then get on the bus, voluntarily give up your seat for special passengers such as the old, the weak, the sick, the disabled and the pregnant, which shall not affect the driver's safe driving, do not lie down in the seat, do not seize the seat, do not put personal items on the seat to hinder others from riding, and do not eat food with pungent smell;

(6) Take care of * * * and enjoy the means of transportation and related facilities, park them in a standardized and orderly manner after use, and do not discard them at will or intentionally damage them.
