There is no Tobari City in Platinum Light. Tobari City is a city that only appears in the Pearl Diamond Platinum Edition. Platinum Light is a modified version of Ruby and has nothing to do with the Platinum Edition.
Tobari City (Japanese: トバリシティ Tobari City, English: Veilstone City) is a city in the eastern part of ENN. It faces the sea to the north, Route 214 and Nose City to the south, and Route 215 to the west. The owner of the Huzhang City Gym, Ah Li, lives here. In addition, Team Galaxy's headquarters is also located here.
