Chen Sisi, born on December 28, 1976 in Changde, Hunan Province, China's young female singer, national level actress, member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), member of the Standing Committee of the All-China Youth Federation (ACYF), and deputy to the 10th National People's Congress; currently deputy director of the People's Liberation Army (PLA) Second Artillery Political Department's Cultural and Industrial Troupe, and enjoying the State Council's governmental special allowances.

Chen Si Si debuted on the singing scene in 1994, winning a silver medal in the CCTV China MTV Competition, and was specially recruited into the army in 1999, becoming a singer and actress in the Civilian Troupe of the Political Department of the People's Liberation Army's Second Artillery, and was assessed as a national-level actress by the General Political Department of the People's Liberation Army in 2005. In 2006, she was awarded the CCTV-MTV "Music Festival" Best Folk Singer Award[2]. On September 5, 2008, Chen Sisi successfully held the only solo concert in the Beijing 2008 Olympic Cultural Festival in the form of public service at the National Centre for the Performing Arts in Beijing, and in the same year, she was awarded the 2008 "International Charity Celebrity" Award[3]. On October 31, 2009, Cynthia held the "Beautiful Road - Cynthia Taipei Concert" at the Founding Father's Memorial Hall in Taipei, Taiwan. 2010 CCTV Spring Festival Gala Song "Song of Joy in the Shengshi" was awarded the Special Award for Outstanding Contribution to the World Environmental Protection in the Asia-Pacific Region by the World Environmental Protection Organization in Vienna in 2010. In April 2013, Sisi Chen was officially appointed as a visiting professor by Southwest University for Nationalities.

On March 2, 2016, Chen Sisi, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), reported to the Beijing Convention Center to participate in the 2016 National People's Congress, where she brought a proposal on square dancing.
