Regulations of Jingmen Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to regulate and guide civilized behavior, cultivate and practice socialist core values, improve the civilized quality of citizens and the level of social civilization, and promote the construction of socialist spiritual civilization, these Regulations are formulated according to the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior of abiding by the Constitution, laws and regulations, practicing socialist core values, abiding by socialist morality, maintaining public order and good customs, and embodying social civilization and progress. Article 3 The promotion of civilized behavior should follow the principles of people-oriented, social co-governance, and both rewards and punishments, adhere to the combination of rule of law, rule of virtue and autonomy, and build a working pattern of party committee leadership, government promotion, social coordination and public participation. Article 4 The Steering Committee for the Construction of Spiritual Civilization at or above the county level shall be responsible for coordinating the promotion of civilized behavior within its administrative area, and studying, coordinating and solving major problems in the promotion of civilized behavior.

The office of the Steering Committee for the Construction of Spiritual Civilization at or above the county level shall be responsible for the daily work of promoting civilized behavior within its administrative area and perform the following duties:

(a) to formulate plans and plans for the propaganda of civilized behavior.

(2) Improve the civilized behavior promotion system.

(3) Organizing activities such as publicity, commendation and reward for civilized behavior.

(four) to guide, supervise, inspect and evaluate the implementation of civilized behavior promotion activities.

(five) regularly evaluate and report on the implementation of these regulations.

(six) to accept and deal with suggestions and complaints of relevant units to perform their duties of promoting civilized behavior in accordance with regulations.

(seven) other duties that should be performed to promote civilized behavior. Article 5 The people's governments at or above the county level shall incorporate the promotion of civilized behavior into the national economic and social development plan, formulate relevant policies to promote the promotion of civilized behavior, strengthen the planning, construction and management of infrastructure related to the promotion of civilized behavior, establish a financial investment guarantee system suitable for the promotion of civilized behavior, and guide social capital to participate in the promotion of civilized behavior.

The relevant departments of the people's governments at or above the county level shall, in accordance with the division of responsibilities, strengthen cooperation and do a good job in promoting civilized behavior.

People's governments of townships, nationality townships and towns and subdistrict offices shall, in accordance with the requirements of the higher-level steering committee for spiritual civilization construction and its offices and people's governments, do a good job in promoting civilized behavior within their respective administrative areas. Sixth trade unions, the Communist Youth League, women's federations, federations of industry and commerce and other mass organizations shall, according to their respective functions and duties, do a good job in the propaganda of civilized behavior.

Residents' committees and villagers' committees should strengthen the propaganda, education and guidance of civilized behavior and help promote civilized behavior. Seventh units and individuals should actively participate in and support the propaganda of civilized behavior, consciously resist uncivilized behavior and safeguard social civilization.

State organs should play an exemplary role in advocating civilized behavior.

Public officials and public figures should play an exemplary role in promoting civilized behavior. Article 8 State organs, enterprises and institutions, mass organizations and grass-roots mass autonomous organizations shall make use of places and facilities such as the New Era Civilization Practice Center, civic schools, civilized lecture halls, honor walls, public service billboards, etc. Carry out publicity activities on civilized behavior and create a social atmosphere for advocating civilized behavior.

Radio, television, newspapers, internet and other media should publicize and advocate civilized behavior, spread civilized ideas, report advanced models and supervise uncivilized behavior.

Outdoor billboards, electronic advertising screens, public transport vehicles, construction site enclosures, etc. , should be published, played and displayed in accordance with the law, public service advertisements of civilized behavior. Ninth March each year for the city's civilized behavior publicity month, focusing on promoting and practicing civilized behavior. Chapter II Basic Norms of Civilized Behavior Article 10 Love the motherland and observe the following codes of conduct:

(1) Safeguarding national security, honor and interests.

(2) Making, hoisting, hanging or using the national flag, national emblem and their designs, and singing, playing or using the national anthem according to law.

(three) to safeguard the dignity and legitimate rights and interests of heroic martyrs, cherish the memorial facilities for heroic martyrs, and consciously safeguard their solemn atmosphere.

(4) Other codes of conduct for loving the motherland. Eleventh to maintain public order, abide by the following code of conduct:

(1) Dress neatly and appropriately in public places, use polite language, do not go shirtless, do not make loud noises, and do not quarrel and abuse.

(3) When organizing activities such as open-air performances, commercial promotions, square dances, brisk walking, chess and cards entertainment, or carrying out construction work, abide by laws and regulations such as road traffic safety, prevention and control of air pollution, prevention and control of noise pollution, and management of city appearance and environmental sanitation, without affecting the normal life, study and work of others.

(4) keeping pets according to law. When taking a dog out of the house, you should wear a dog tag and take safety precautions such as tying the dog rope to clean up the dog feces in time. Dogs other than guide dogs and auxiliary dogs are not allowed to enter schools, hospitals, museums, libraries, gymnasiums, theaters, shopping malls, restaurants and other public places determined by the people's governments at or above the county level.
