Measures of Wuhan Municipality on the Administration of Green Buildings

Chapter I General Provisions Article 1 In order to standardize and promote the development of green buildings, improve the quality of living environment, help achieve carbon neutrality at the peak of carbon dioxide emission, and promote the construction of ecological civilization, these measures are formulated in accordance with the Building Law of People's Republic of China (PRC), the Energy Conservation Law of People's Republic of China (PRC), the Regulations on Energy Conservation of Civil Buildings and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction, operation, maintenance, supervision and management of green buildings within the administrative area of this Municipality.

The term "green building" as mentioned in these Measures refers to a building that saves resources, protects the environment, reduces pollution, provides healthy, applicable and efficient use space, and realizes harmony between man and nature during the whole life cycle of the building. According to national standards, green buildings are divided into four grades: basic, one-star, two-star and three-star. Third new civil buildings within the scope of urban construction land shall be built in accordance with the green building standards above the basic level (including this level, the same below).

Newly-built affordable housing and real estate projects with a construction area of 654.38+10,000 square meters will be built according to the green building standards of one star or above.

Office buildings of state organs, large public buildings and public welfare buildings invested by the government shall be built in accordance with the green building standards of two or more stars.

Encourage other buildings outside the above scope to build in accordance with green building standards. Article 4 The municipal and district people's governments (including Wuhan East Lake New Technology Development Zone, Wuhan Economic and Technological Development Zone, and East Lake Eco-tourism Scenic Area Management Committee, the same below) shall incorporate the green building work into the national economic and social development plan, strengthen the leadership over the green building work within their respective jurisdictions, establish and improve the working mechanism, and promote the development of green buildings. Fifth city, district urban and rural construction departments responsible for the guidance, supervision and management of the development of green buildings within their respective jurisdictions.

Development and reform, natural resources and planning, housing security and housing management, ecological environment, finance, science and technology, water affairs, gardening and forestry, market supervision, economy and informatization, education, government administration and other departments shall, according to their respective responsibilities, do a good job in the development of green buildings. Article 6 The municipal and district people's governments and relevant departments shall widely publicize green buildings in various ways, popularize green architectural knowledge, advocate low-carbon energy conservation, and encourage the public to participate in activities related to green buildings. Chapter II Planning and Construction Article 7 The municipal competent department of urban and rural construction shall, in accordance with the national economic and social development plan and in combination with the actual situation of urban construction, organize the preparation of the city's green building development plan, which shall be implemented after being approved by the Municipal People's Government.

The development plan of green building should define the development goal, safeguard measures, overall layout, green ecological city, green building centralized demonstration area and green building. Eighth natural resources and planning departments shall, according to the requirements of green building development planning, specify the requirements of green building in the planning and design conditions of construction land. Article 9 The competent department of development and reform shall examine whether the feasibility study report or project application report of civil construction projects subject to the examination and approval system implements the requirements of relevant indicators of green buildings. Tenth construction units shall carry out construction in accordance with the requirements of the determined green building grade, and publicize the green building grade and the main technical measures of green building at the construction site.

The project proposal, feasibility study report or project application report of newly-built civil construction projects shall include green building grades and green construction methods.

When the construction unit entrusts the design, construction and supervision of new civil construction projects, it shall specify the requirements of green building grades and green construction methods in the contract.

If a new civil construction project must be subject to tender according to law, the tenderer shall specify the requirements of the green building grade, green construction method and application ratio of green building materials in the tender documents. Eleventh design units should be in the civil building design, preliminary design, construction drawing design and other documents, the implementation of green building grade standards, the preparation of green building design. Twelfth construction drawing design documents review institutions shall review in accordance with the requirements of green building standards, and shall not issue opinions on construction drawing design documents that do not meet the requirements of green building standards.

If it is really necessary to change the construction drawing design documents, it shall be re-examined in accordance with the review procedures of construction drawing design documents. Thirteenth construction units shall formulate a green construction plan, determine the green construction control process, and realize green construction.

The construction unit shall, in accordance with the design documents and green building standards, implement green building technical measures. Fourteenth supervision units shall, according to the design documents and green building standards, formulate detailed rules for the implementation of supervision and implement supervision.

The supervision unit shall inspect the quality of green building materials entering the construction site. Fifteenth engineering quality inspection institutions shall, in accordance with the provisions of the project quality management and related technical standards, carry out special inspections on green buildings and issue inspection reports. Article 16 When organizing the completion acceptance, the construction unit shall check whether the newly-built civil construction project meets the requirements of construction drawing design documents and green building standards. Seventeenth urban and rural construction departments should incorporate the requirements of green buildings into the quality and safety supervision system of construction projects, supervise the quality of construction projects and the behavior of construction contractors, and timely release the information of green buildings in the region.
