Personnel who directly serve customers in public places can only engage in their own work with the Health Certificate. Persons suffering from dysentery, typhoid fever, viral hepatitis, active tuberculosis, purulent or exudative skin diseases and other diseases that hinder public health shall not engage in direct customer service before they are cured.
First, the definition of health certificate: a health certificate is a certificate of health examination, which proves that you had a health examination in a certain year and month. It mainly involves six diseases in five industries, which greatly protects the health of employees and customers.
2. Applicable laws and regulations: Article 26 of the Food Hygiene Law, Article 7 of the Regulations on Hygiene Management in Public Places, Article 14 of the Administrative Measures for Preventive Health Examination (health supervision institutions shall issue health certificates to those who pass the preventive health examination according to the health examination results ...), and so on.
Third, the health certificate applicable personnel:
① Engaged in food production and management;
(2) Services in public places;
③ Specializing in the production of cosmetics and disposable health care products;
(4) Toxic, harmful and radioactive operations;
⑤ Nursery care, related personnel of the above five occupations.
Four, the significance of the health certificate is:
(1) Health supervision departments regularly carry out special rectification work on health certificates of employees in catering units and public places. Those who work without a license shall be given administrative punishment and ordered to make corrections within a time limit.
(2) In order to ensure that consumers can exercise their right of supervision, the health supervision department should require personnel engaged in catering, beauty salons, bathing and other service industries to wear health certificates during their work.
③ Operators and service personnel should be clear about the importance of holding certificates and take the initiative to take part in the annual physical examination.
To sum up, it can be seen that "health certificate" is the "employment certificate" of five kinds of professional related personnel, similar to lawyer certificate, teacher qualification certificate, tour guide certificate and so on. Therefore, the health certificate is an administrative license to approve the qualifications of employees.

Article 45 of People's Republic of China (PRC) Food Safety Law: Food producers and operators shall establish and implement the health management system for employees; Persons suffering from diseases that hinder food safety as stipulated by the health administrative department of the State Council shall not engage in direct contact with imported food; Personnel directly engaged in cosmetics production must have an annual health examination and obtain a health certificate before they can engage in cosmetics production activities.
Food production and marketing personnel engaged in direct contact with imported food shall undergo annual health examination and obtain health certificates before taking up their posts.
