The "Interim Measures" aim to regulate the use of radio frequencies and the setting and use of radio stations for civil unmanned aerial vehicles.
The "Interim Measures" defined the scope of management. According to the relevant requirements of People's Republic of China (PRC) Radio Management Regulations and other administrative regulations and departmental rules, the model approval, radio frequency use, radio station setting and the use of radio transmitting equipment of civil drones were further clearly included in the scope of radio management, so that the management policy was consistent with the upper-level law.
In terms of the management of radio transmitting equipment for civil drones, the Interim Measures put forward that the radio transmitting equipment for civil drones needs model approval, and made clear requirements for the delivery, temporary entry and sales filing of civil drones.
In terms of frequency management of civil drones, the Interim Measures optimized and adjusted the radio frequency range that civil drones can use, and also stipulated the radar frequency used by civil drones to realize functions such as detection and autonomous obstacle avoidance.
In terms of the management of civil drone radio stations, the Interim Measures stipulates the requirements for handling civil drone radio stations that need to apply for radio station licenses, and stipulates matters such as carrying other radio stations (stations) by civil drones.
At the same time, the "Interim Measures" clarified the principles of radio interference handling, radio control, supervision and inspection, compliance with the provisions of other departments and corresponding legal responsibilities during the use of civil drone radio stations. At the same time, the transitional policies related to the radio management of civil drones have been formulated to ensure the rights and interests of existing civil drone manufacturers and users, and also to ensure the resilience and stability of the upstream and downstream industrial chains of civil drones.
