The term "poultry" as mentioned in these Measures includes chickens, ducks, geese, meat pigeons, quails, artificially domesticated wild birds and other edible poultry animals.
The term "live poultry" as mentioned in these Measures refers to the live poultry listed in the preceding paragraph.
The term "poultry products" as mentioned in these Measures refers to fresh poultry products or fresh and frozen poultry products slaughtered and processed by live poultry. Article 3 Areas where live poultry trading is prohibited in this Municipality:
(1) Yunyan District, Nanming District and Guanshan Lake District.
(2) The Pearl Community, Sunshine Community, Zhu Gui Community, Qingxi Community, Xibei Community, Qingpu Community, Aerospace Community, Aviation Community, Jin Xin Community, Sanjiang Community, Meng Xiao Community, Zhu Jin Community, Ruihua Community, Huanghe Community, Qianjiang Community, Xinglong Community, Pingqiao Community and Huameng Community under the jurisdiction of Huaxi District; Wudang District governs Xintian Community, Zhenxin Community, Innovation Community, Shunxin Community and Hi-tech Community; Baiyun District governs Dashandong Community, Hongyun Community, Baishaguan Community, Aerxing Community, Yanshanhong Community and Yanshanhong Town; Longdong Community and Jianlong Community under the jurisdiction of Shuanglong Airport Economic Zone.
(3) Xiaobi Village, Yun Guan Village, Mutou Village, Poplar Village and Luo Li Village bordering Nanming District in Shuanglong Airport Economic Zone.
The Municipal People's Government may, according to the needs of urban development, adjust the prohibited areas and announce them to the public in advance. Article 4 The slaughter of live poultry and the listing of white striped chickens in live poultry trading areas are prohibited in this Municipality. Article 5 The Municipal People's Government shall co-ordinate the operation and management of live poultry slaughter and poultry products in the whole city, establish a joint meeting system, and relevant departments shall perform their management duties in accordance with the following provisions:
The administrative department for industry and commerce shall be responsible for the registration of operators of live birds and white striped chickens, and investigate and deal with unlicensed business activities according to law.
The administrative department of agriculture is responsible for the planning, establishment and management of the live poultry slaughtering industry, and is responsible for taking the lead in banning illegal live poultry slaughtering plants (fields); Animal health supervision institutions shall be responsible for the supervision and management of animal epidemic prevention in the live poultry slaughtering industry and poultry trading market.
The food and drug supervision and administration department is responsible for the supervision and management of the quality and safety of live poultry, white striped chicken and poultry products.
The administrative department of commerce shall be responsible for the planning and setting of the live poultry wholesale market, and promote the construction of the cold chain circulation system of poultry products.
The administrative department in charge of urban management (comprehensive law enforcement) is responsible for investigating and handling live birds and poultry products in public places such as pedestrian bridges, underground passages or unauthorized occupation of urban roads.
Health, environmental protection, urban and rural planning, land and other administrative departments shall, in accordance with their respective responsibilities, cooperate in the supervision and management of live poultry trading, slaughtering and poultry product management and other related activities.
District (city, county) people's governments shall, in accordance with the principle of territorial management, organize relevant functional departments to do a good job in the supervision and management of live poultry trading, slaughtering and poultry product management and other related activities within their respective jurisdictions. Article 6 The Municipal People's Government may decide to suspend the live poultry trade within the administrative area of this Municipality according to the monitoring and evaluation of the epidemic situation. The time and scope of suspension of trading shall be announced to the public by the Municipal People's Government.
County (city) people's government needs to implement measures to suspend live poultry trading within their respective administrative areas, and the county (city) people's government will issue an announcement.
During the suspension of live poultry trading, the live poultry retail market and the live poultry wholesale market shall stop the live poultry trading. Seventh live poultry wholesale market should be set up in accordance with the professional market planning approved by the Municipal People's government. The live poultry wholesale market shall comply with the following provisions:
(1) A management area, a trading area and a waste disposal area are set up in the venue, and each area is relatively independent;
(two) the waterfowl trading area and the dry poultry trading area are set separately;
(three) cleaning, disinfection and sewage treatment facilities and equipment, sewage system should meet the requirements of environmental protection;
(four) equipped with incinerators and other harmless treatment equipment;
(five) other conditions stipulated by laws, regulations and rules. Eighth live birds entering and leaving the live poultry wholesale market shall be accompanied by animal quarantine certificates. Article 9 With the approval of the people's government at the county level, the supervising agency for animal health shall send official veterinarians to the live poultry wholesale market approved by the Municipal People's government to carry out quarantine of animals and animal products in accordance with national standards and industry standards. Tenth live poultry wholesale market shall comply with the following provisions in its business activities:
(a) to establish and improve the health, disinfection, harmless treatment, regular closure and food safety management system, and to the public;
(two) daily cleaning and disinfection of live poultry trading places and related facilities and equipment, collection of waste and sick birds, and harmless treatment in accordance with the relevant provisions;
(three) the establishment of live poultry management files, inspection and retention of animal quarantine certificates, quarantine information traceability certificate, the retention period of not less than six months;
(4) Establish employee management files, conduct health protection training, and implement health management requirements and health protection measures;
(five) to formulate emergency plans for the prevention and control of bird flu and other diseases, and to report to the administrative department of agriculture immediately and take corresponding measures if a large number of live birds suddenly die or have suspicious symptoms of bird flu.
(six) the live poultry wholesale market shall be equipped with inspection equipment and inspectors, or entrust a qualified food inspection agency to conduct sampling inspection or rapid inspection of poultry products; If it does not meet the safety standards, the seller shall be required to stop selling immediately and report to the local food and drug supervision and administration department.
