What is a public health emergency? Can be divided into several levels?

Public health emergencies refer to infectious diseases and unexplained group diseases that have occurred or may occur, which have caused or may cause great losses to public health, as well as public health emergencies such as major food poisoning and occupational poisoning.

According to the nature, harm degree and scope of public health emergencies, they are divided into four levels: general (level IV), major (level III), major (level II) and particularly major (level I).

Particularly serious public health emergencies mainly include:

(1) Pneumonic plague and pulmonary anthrax occur in large and medium-sized cities and have a spreading trend, or the epidemic situation of pneumonic plague and pulmonary anthrax has spread to more than two provinces and has a further spreading trend.

(3) Groups of unexplained diseases involving many provinces are spreading.

(4) The occurrence or introduction of new infectious diseases or infectious diseases that have not been discovered in China, with a spreading trend, or the discovery that infectious diseases that have been eliminated in China are prevalent again.

(5) Loss of virulent strains, virus strains and pathogenic factors.

(6) A major epidemic of infectious diseases occurred in the surrounding areas and countries and regions that are open to navigation with China, and imported cases occurred, which seriously endangered the health and safety of China.

(seven) other particularly serious public health emergencies identified by the administrative department of health of the State Council.
