City, county (District) patriotic health campaign committee Office (hereinafter referred to as Ivy Office) undertakes the daily work of Ivy Association.
The township (town) people's government and sub-district offices shall determine full-time (part-time) staff to be responsible for patriotic health work in the region.
Village (neighborhood) committees shall actively carry out patriotic health work, and township (town) people's governments and sub-district offices shall give guidance. Article 7 The main duties of Aiweihui are:
(a) to organize the implementation of laws, regulations, rules, principles and policies related to patriotic health work;
(two) unified planning, deployment and coordination of patriotic health work within their respective administrative areas;
(three) to guide all units within their respective administrative areas to perform their duties of patriotic health work, and to supervise, inspect and evaluate the social health situation;
(four) to coordinate the prevention and control of major diseases and public health emergencies, and the health and epidemic prevention of major natural disasters;
(five) to organize and carry out national health education activities. Eighth city and county (District) Ai Wei Hui is composed of relevant departments of the people's government at the same level, social organizations and relevant units, and the member units are responsible for the division of labor. The administrative departments of health, development and reform, education, public security, finance, ecological environment, housing and urban and rural construction, transportation, water conservancy, agriculture and rural areas, culture and tourism, market supervision and management, sports and other member units shall divide their duties according to their respective responsibilities. Ninth state organs, social organizations, enterprises, institutions and other organizations shall, in accordance with the standards formulated by the state, provinces and cities, do a good job in the environmental sanitation of their own units. Tenth citizens have the obligation to participate in patriotic health activities of their own units and community organizations, abide by public health laws and regulations, care for public facilities and maintain the public environment. Chapter III Health Education and Health Promotion Article 11 The municipal and county (district) people's governments shall formulate and implement health education and health promotion plans, strengthen the construction of health education and health promotion personnel, and establish and improve the health education and health promotion network. Twelfth city and county (District) people's government departments of health, education, science and technology, sports, culture, tourism and other administrative departments should take various forms to carry out health education and health promotion publicity and popularization.
Trade unions, the Communist Youth League, women's federations and other organizations shall, in light of their own characteristics, organize health education and health promotion activities for workers, teenagers, women and other specific groups.
Newspapers, radio, television, internet and other news media should actively carry out health knowledge publicity. Thirteenth stations, shopping malls, squares, parks, theaters, hotels, residential areas and other public places should set up health education publicity columns to carry out health education publicity. Chapter IV Environmental Sanitation Governance Article 14 The municipal and county (district) people's governments shall formulate environmental sanitation governance plans, improve environmental sanitation infrastructure, establish a long-term mechanism for environmental sanitation management, and organize environmental sanitation governance activities. Article 15 Aiweihui shall urge the relevant member units to do a good job in the environmental sanitation work of tourist attractions, urban-rural fringe, villages in cities, construction sites, surrounding campuses, farmers' markets, back streets and alleys, idle spaces, food production and business units and public places according to their respective responsibilities. Article 16 Urban environmental sanitation management shall meet the following standards:
(a) the city's primary and secondary roads and streets are smooth and tidy, with perfect lighting and clean environment;
(two) garbage collection containers are fully equipped, the transportation system is perfect, the collection and transportation equipment and facilities are sealed, and the garbage is removed daily;
(three) the public toilets are set up in a standardized way, with reasonable layout, sufficient quantity, cleanliness, hygiene and good equipment and facilities;
(four) the urban water surface and green space should be maintained and cleaned regularly to keep them clean and beautiful;
(five) market health management norms, complete health facilities, equipped with health management and cleaning personnel, there is a relatively independent live poultry business area;
(six) the construction site meets the national health and environmental protection standards, and the management of the site to be built is in place, and the enclosure is standardized;
(seven) the courtyards and corridors of residential areas should be kept clean and tidy. Article 17 The people's governments of cities and counties (districts) shall organize the comprehensive improvement of rural environmental sanitation, promote various sanitation work such as rural water improvement, toilet improvement, sewage treatment and centralized collection and treatment of domestic garbage, improve the sanitary conditions of rural production and living, and gradually realize the harmless treatment of garbage.
The construction of rural public toilets and household toilets shall meet the standards of harmlessness.
