(three) supervision and management of the city's medical insurance fund, establish and improve the safety prevention and control mechanism of medical insurance fund, and promote the reform of payment mode of medical insurance fund.
(four) to organize the formulation of the city's medical security financing and treatment policies, improve the dynamic adjustment and regional adjustment and balance mechanism, coordinate the urban and rural medical security treatment standards, and establish and improve the treatment adjustment mechanism that is suitable for the financing level. Improve the serious illness insurance system and promote the reform of the long-term care insurance system.
(5) Organizing the formulation of medical insurance catalogues and payment standards for drugs, medical consumables, medical service items and medical service facilities that are unified in urban and rural areas, establishing a dynamic adjustment mechanism, formulating negotiation rules for access to medical insurance catalogues and organizing their implementation.
(VI) Organizing the formulation of policies on the prices of medicines and medical consumables, medical service items and charging standards for medical service facilities in the whole city, establishing a mechanism for reasonably determining and dynamically adjusting the price of medical services paid by medical insurance, promoting the establishment of a market-led social medical service price formation mechanism, and establishing a price information monitoring and information release system.
(seven) to formulate the bidding and purchasing policies for drugs, large medical equipment and medical consumables in the city and supervise the implementation, and guide the construction of centralized purchasing platform for drugs and medical consumables.
(8) Formulating the agreement and payment management measures of designated medical institutions in the city and organizing their implementation, establishing and improving the credit evaluation system and information disclosure system of medical insurance, supervising and managing the medical service behavior and medical expenses in medical insurance coverage, standardizing the handling business of medical insurance, and investigating and punishing illegal acts in the field of medical insurance according to law.
(nine) responsible for the city's medical security management, public service system and information construction, organize the formulation and improvement of medical treatment management and cost settlement policies in different places. Carry out foreign cooperation and exchanges in the field of medical security.
(ten) to complete other tasks assigned by the municipal government.

Establish and improve a multi-level medical security system covering urban and rural areas as a whole, ensure the rational use, safety and controllability of medical insurance funds, and promote the reform of "three medical linkages" of medical care, medical insurance and medicine in accordance with the division of responsibilities, so as to better protect the medical needs of the people and reduce the burden of medical expenses.
(twelve) the division of responsibilities with the Municipal Health and Wellness Committee. The Municipal Health and Wellness Commission, the Municipal Medical Insurance Bureau and other departments will strengthen the system and policy convergence of medical care, medical insurance and medicine, establish a communication and consultation mechanism, jointly promote reform, and improve the efficiency of the use of medical resources and the level of medical security.
