The first is to accurately carry out personnel entry prevention and control. The family members and units of the personnel who intend to come from abroad should report the registered flight number, port of entry and other information to the local authorities at least 3 days before their arrival, and report them to the leading group of the municipal party Committee step by step. Within 14 days, all overseas personnel shall be subject to centralized isolation medical observation, and the expenses shall be borne by themselves from March 18; Special circumstances can be isolated at home after strict evaluation and approval according to procedures, and control measures can be implemented door by door at the town and village levels. If the relevant units, communities and individuals fail to register and report the information of overseas personnel, they shall be investigated for responsibility according to laws and regulations.

Second, scientifically prevent and control the epidemic. Completely cancel the travel restrictions for residents in this community. For those who hold valid health certificates or health pass codes in low-risk areas inside and outside the province, no obstacles are set up, no isolation measures are taken, and foreigners who meet the epidemic prevention and control standards are not prohibited from renting inside. Cancel all kinds of traffic checkpoints, "hard isolation" and checkpoints set up in the community, and at the same time flexibly use various methods to scientifically and accurately understand and master the real situation of the travel history and contact history of migrants, and properly control the "entrance" of migrants.

Third, restore and open public and business places. Libraries, cultural centers, museums, theaters, gymnasiums, stadiums, canteens, Internet cafes, performing arts and entertainment and other public and business places can be reopened from now on. At the same time, it is necessary to strengthen ventilation, cleaning and disinfection, reasonably control the number of people in the workplace, and strictly implement the health monitoring and internal management measures for employees. Religious sites and offline training institutions are temporarily closed until further notice.

Fourth, popularize the scientific guide to wearing masks. According to the National Health and Family Planning Commission's Guide to Wearing Masks for Popular Science, it is not necessary to wear masks in the following situations: parks, scenic spots, streets and other outdoor places, where no people gather; Field exploration, aerial work, construction sites and agricultural labor; Riding bicycles and electric cars, walking, walking and exercising in the open space; Colleagues from units with no contact history with overseas personnel hold meetings in well-ventilated offices and small areas; Driving alone or sharing a private car with celebrities; Non-group indoor sports. The public can carry masks with them every day and wear them when people are crowded or in close contact with others.

Fifth, do a good job in health publicity and education. Vigorously carry out patriotic health campaigns, educate and guide the general public to master the knowledge of epidemic prevention and control, maintain good health habits, develop a healthy lifestyle, and prevent the occurrence and spread of infectious diseases. All news media should normalize and institutionalize health knowledge propaganda and create a good public opinion atmosphere.

If the previously issued instructions on epidemic prevention and control are inconsistent with the above provisions, this notice shall prevail.
