The "Measures" pointed out that during the epidemic prevention and control period, it is necessary to arrange special personnel to connect and understand important national economy and people's livelihood enterprises and major projects to meet the phased employment needs of enterprises. Through "point-to-point" chartered car, "one-stop" direct or joint transportation, the employees of the enterprise will be organized to return to their posts in an orderly manner, and at the same time, the online employment service of "non-stop employment service and non-stop online recruitment" will be implemented to help enterprises coordinate and solve the supply of raw materials such as masks, disinfection products and thermometers and the guarantee of prevention and control materials.

At the same time, the measures proposed to strengthen financial and credit insurance financing support. For small and medium-sized enterprises that have development prospects but are temporarily difficult or unable to repay loans in time due to the epidemic, banking financial institutions should take reasonable measures such as renewing loans, extending loans, adjusting repayment plans and adjusting interest-bearing methods to help enterprises tide over the difficulties; Extension or renewal of insurance for small and medium-sized enterprises with difficulties in repayment due. Encourage other small and medium-sized enterprises affected by the epidemic to appropriately reduce loan interest rates and increase credit loans and medium and long-term loans.

The "Measures" pointed out that reducing the cost of electricity and gas for enterprises, reducing housing rents, reducing medical insurance premiums, and delaying the payment of housing provident funds. For small and medium-sized enterprises affected by the epidemic, which have temporary difficulties in production and operation and are unable to pay the electricity, water and gas fees required for production and operation in full, they can apply for phased holdover, and the measures of "non-stop payment of arrears" will be implemented during the holdover period. At the same time, it is necessary to speed up the allocation of financial funds and the approval of investment projects, simplify the government procurement process, give priority to clearing debts, strengthen the guarantee of judicial services, and further optimize the policy services for small and medium-sized enterprises.

The "Measures" also require that from February, the contributions of three social insurance units for small and medium-sized enterprises, such as pension, unemployment and work injury, will be exempted for a period of no more than five months. If the layoff rate of the insured enterprise is not higher than 5.5% and the number of employees is less than 30 (inclusive), and the layoff rate of the insured enterprise does not exceed 20% of the total number of employees, subsidies will be given, and the subsidy standard will be returned according to 50% of the unemployment insurance premium actually paid in the previous year, and 60% in the four prefectures of southern Xinjiang.

By the end of 20 19, there were more than 330,000 small and medium-sized enterprises in Xinjiang, accounting for more than 99% of the total number of enterprises in the region, and their employees accounted for about 80% of the total number of employees in the region.
