In order to thoroughly implement the strategy of strengthening the county with talents and attract more outstanding talents to promote the high-quality economic and social development of our county, according to the spirit of Huaihua Wuxi Talent Action Plan (Huaiban Power Generation [2065438+08] No.665438+0) and other documents, the county party committee and county government decided to openly introduce a group of high-level urgently needed talents to the society.

The relevant matters are hereby announced as follows:

I. Scope and objectives of introduction

The introduction of talents mentioned in this announcement refers to talents with master's degree or above or intermediate and above professional and technical titles introduced from outside the administrative area of this county, and some urgently needed positions are relaxed to bachelor's degree or above.

Among them, graduate students refer to full-time and part-time graduate students who have passed the national unified recruitment since 20 17 according to the Notice on Doing a Good Job in the Overall Management of Full-time and Part-time Graduate Students issued by the General Office of the Ministry of Education (No.2 of the Ministry of Education and Research).

For specific positions, numbers and requirements, please refer to the Catalogue of Requirements for Introducing High-level Talents by Enterprises and Institutions in Jingzhou Miao and Dong Autonomous County in 2023 (attachment 1).

Three. qualifications

(a) the introduction of talents must meet the following conditions:

1. political conditions: support the party's line, principles and policies, be firm and reliable politically, abide by national laws and regulations, and have good conduct and professional ethics;

2. Physical conditions: physical and mental health, with physical conditions for normal performance of duties;

3. Education, degree, professional title, major and other conditions: those who meet the post qualifications must have corresponding academic degrees recognized by the Ministry of Education;

4. Age requirement: All graduate students or personnel with intermediate professional titles are under 35 years old (that is, born after 1 March, 9881); Doctoral students or people with associate senior titles are relaxed to 45 years old (that is, born after 1 March, 9781); Persons with full or senior professional titles are relaxed to 50 years old (i.e. 1 born after March 19731).

Among them, if there are specific age requirements in the job requirements, the job requirements shall prevail;

5. Have the qualifications required for the recruitment position. For professional requirements, refer to the Catalogue of Professional Guidance for Civil Servants in Hunan Province in 2023 (Annex 3).

The applicant's major has been included in the career guidance catalogue of civil servants in Hunan Province in 2023, but it has not been included in the introduced post major, which does not meet the application conditions; If the major studied is not listed in the career guidance catalogue of civil servants in Hunan Province in 2023, but meets the professional requirements of the recruitment position, the employer and its competent department shall put forward their opinions and report them to the office of the leading group for talent work of the county party committee for confirmation.

The setting of post conditions shall be interpreted by the employing unit and its competent department.

6. Obey the work arrangement, and the employees need to work in our county for 5 years before applying for transfer.

(2) Persons under any of the following circumstances cannot register:

1. Soldiers;

2. Non-fresh graduates who are studying;

3. Having received criminal punishment for committing a crime or being expelled from public office;

4 discipline or suspected discipline is under investigation by the relevant authorities, and no conclusion has been reached;

5. It is still in the influence period of party discipline and political discipline;

6. Personnel who have been found to have serious violations of employing discipline such as fraud in open recruitment of institutions at all levels;

7. Those with a history of drug abuse or unqualified drug residues;

8. Persons who are included in the joint disciplinary object of dishonesty according to law;

9. Before the date of the announcement, he is already a staff member of a county government agency or institution;

10. Before the date of announcement, it has passed the recruitment examination of organs, enterprises and institutions within the administrative area of our county and publicized it;

12. Those who have voluntarily given up after passing the examination of introducing high-level and urgently needed talents in our county;

13. There are other circumstances in which it is stipulated by laws and regulations that you cannot apply for the exam or be employed as a staff member of a public institution.

Fourth, introduce the procedure.

Talent introduction procedures are carried out according to registration, qualification examination, examination, physical examination, inspection, publicity and employment.

(1) Registration and qualification examination

1. Register online.

Online registration can be carried out from the date of announcement, and the registration time is 6:5438+07:30 pm on March 8, 2023. Applicants can log on to Huaihua Personnel Examination Network (now, the employer will pay talents in five years after passing the year-end examination (after enjoying the first-time housing subsidy, they will no longer enjoy the rent-free treatment), and those who fail the examination will cancel the housing subsidy of that year, which will be borne by the county special fund for human resources development.

After the expiration of the service period, I will continue to stay in Beijing, and I can continue to pay the housing subsidy on an annual basis. Those who leave Jingzhou after less than 5 years of service need to return the housing subsidies they have enjoyed.

(3) Living allowance.

Living allowance shall be given to imported talents, which shall be paid by the employer after the talents pass the year-end assessment. Those who fail to pass the examination will be disqualified from living allowance in that year. The standards are as follows: senior professional titles are 60,000 yuan each, doctoral students or deputy senior professional titles are 48,000 yuan each, and national first-class athletes or graduate students are 36,000 yuan each. National second-class athletes (won the eighth place before the provincial competition), "double-first-class" undergraduate or intermediate professional and technical personnel each year 18000 yuan, and non-"double-first-class" undergraduate students each year subsidy 6000 yuan.

The payment period is 3 years, which shall be borne by the county special fund for human resources development.

Those who leave Jingzhou after serving for less than 5 years need to return the living allowance they have enjoyed.

(4) Spouse placement and children's enrollment.

For the introduction of talents, their spouses are civil servants, public officials, career preparation personnel and belong to the management authority of our county cadres, and they need to be arranged, and they will be arranged in the preparation; If you don't have a fixed job, you are actively recommended to participate in the open recruitment of new personnel in enterprises and institutions in our county.

If their minor children need to enroll in our county, they can choose any public school in the county to apply for admission.

(5) Other guarantees.

Give subsidies to rural talents during the probation period, and the payment standard shall be implemented with reference to relevant documents. Those who have worked in villages and towns for three years and have outstanding performance can be adjusted among non-participating institutions in the county.

"One-stop" service shall be implemented for matters related to talent introduction, and personnel files, household registration, social insurance and other service matters shall be handled by the employing unit and relevant functional departments within the specified time.

To provide policy advice and convenient services for the introduction of talents in social security, household registration, medical treatment and children's enrollment.

Other matters of intransitive verbs
